Street Lighting Maintenance Contract Tender Specification 1. Introduction Aylsham Town Council invites tenders from suitably qualified and experienced contractors for the inspection, maintenance, repair and emergency response of the Council's street lighting stock. The contract will commence on 1st October 2026 for a period of five (5) years, with the option to extend for an additional period of 12 months at the Council's discretion. The Council currently owns and maintains approximately 434 street lighting assets, comprising predominantly decorative and residential street lighting columns. 2. Contract Objectives The successful Contractor shall: • Assist the Council to maintain the Council's lighting stock in a safe condition. • Ensure compliance with all statutory requirements. • Minimise outages and response times. • Provide value for money. • Maintain accurate asset records. • Identify defects from inspections before they become safety hazards. • Provide professional advice on replacement and lifecycle planning. 3. Scope of Services The contract shall include, but not be limited to: • Annual visual inspection and clean of every lighting asset and subsequent report of defects. • Electrical inspection and testing (EICR) of approximately 20% of the lighting stock each year, ensuring that every lighting asset receives one Electrical Installation Condition Report during the five-year contract. • Callout service to reports of faulty or damaged lights 4. Annual Visual Inspection and Clean Each year the Contractor shall undertake a visual inspection and clean of all 434 street lighting assets. The Council should be notified of when this inspection is taking place. The inspection shall include, but not limited to: • Structural condition • Column stability • Corrosion • Lantern condition • Brackets • Doors • Locks • Photocell operation • Lamp operation • Electrical safety (visual) • Underground cable entry (where visible) • Signs of overheating • Evidence of unauthorised alterations • Identification numbering • Cleaning of lanterns/bowls and photocells Following inspection the Contractor shall provide a report identifying: • Urgent defects • Dangerous defects • Routine repairs • Recommended replacements • Estimated remaining asset life • Vegetation or any other objects obscuring the light 5. Electrical Installation Condition Reports (EICR) The Contractor shall undertake Electrical Installation Condition Reports in accordance with prevailing legislation, British safety standards and professional guidance: Approximately 87 lighting assets (20%) shall receive a full EICR each year. By the end of Year Five: • 100% of the lighting stock shall have received an EICR. Electronic copies of all certificates shall be supplied to the Council. 6. Callout Service The Contractor shall respond to notification of light failure and damage. This includes, but is not limited to: • Lamp failures • Lantern failures • Photocell failures • Door damage • Vandalism • Vehicle strike damage • Electrical faults • Cable faults • Structural defects • Emergency make-safe works 7. Response Times The Contractor shall provide a 24-hour emergency call-out service. Response times: Priority Attendance Dangerous electrical fault / Exposed live parts Within 2 hours Column struck by vehicle Within 2 hours Lantern hanging Within 4 hours Routine outage / damage Within 5 working days Where permanent repair cannot be completed immediately the Contractor shall make the asset safe. 8. Planned Repairs Following inspections and call outs the Contractor shall provide quotations for repairs. No repair works shall be undertaken without prior Council instruction unless required to remove immediate danger. The council will review all quotations received in accordance with its Standing Orders and Financial Regulations to ensure it meets with its obligation to obtain best value for the taxpayer. There is no guarantee that that the Contractor will receive additional repair works outside of this contract. 9. Asset Register The Contractor shall maintain an electronic asset register containing: • Asset number • Location • Column type • Height • Lantern type • Lamp type • Wattage • Installation date (where known) • Inspection dates • Test results • Repairs completed • Outstanding defects The register shall be updated following every inspection and callout and made available to the council annually on the anniversary of the contract, or on request. 10. Contractor Requirements Tenderers shall demonstrate: • Minimum five years' experience maintaining public lighting. • NICEIC or equivalent electrical accreditation. • Membership of the Highway Electrical Association (preferred). • Public Liability Insurance of not less than £10 million. • Employers' Liability Insurance of £10 million. • Professional Indemnity Insurance of £2 million. • Evidence of competent and trained operatives. • Machinery and vehicles serviced and in good repair to complete the contract. • There is ample liquidity in the company to service the contract The Contractor accepts that the Council is indemnified against any expense, liability, loss, claim or proceedings arising in respect of personal injury to any person or damage to any property arising out of, or in the course of, the performance of the services or any act, neglect or omission of any employee of the Contractor, howsoever such liability may arise. 11. Health and Safety The Contractor shall: • Provide site-specific risk assessments. • Prepare method statements where required. • Comply with CDM Regulations. • Operate safe traffic management where necessary. • Dispose of waste responsibly. • Provide evidence of training. 12. Environmental Considerations The Contractor shall: • Recycle removed equipment where possible. • Dispose of lamps in accordance with WEEE regulations. • Minimise vehicle movements. • Promote low-carbon working practices. 13. Pricing Schedule Tenderers shall provide separate prices for: • Annual visual inspection and clean of all 434 assets, with subsequent report. • Annual EICR programme (approximately 87 assets). • Annual charge for routine callouts • Hourly labour rates. • Emergency call-out rates (working hours). • Emergency call-out rates (out of hours). • Schedule of rates for common repair items. 14. Key requirements for providers include: - Proven expertise as established providers of passenger Transport. - Comprehensive and up-to-date safeguarding training for all drivers and passenger assistants to ensure the safety and well-being of vulnerable service users. - A commitment to maintaining high operational standards, punctual service delivery, and professional care. All suppliers must strictly comply with Transport for London (TfL) taxi licensing and emissions regulations. Furthermore, suppliers will be required to manage and transition their vehicle fleets progressively to lower-emission alternatives, aiming to mirror the Council's target of maximizing battery-powered vehicle use. This procurement is essential to ensure that compliant contract arrangements are in place by the time the current DPS ends and ensure the continuation of a high quality and good value transport provision for eligible service users in the borough. The council has a statutory duty as set out in Section 508B of the Education Act 1996: local authorities in England must provide free home-to-school transport for "eligible children" of compulsory school age (5–16 years). This includes free travel arrangements for children attending their nearest suitable school who live beyond statutory walking distances or cannot walk due to their Special Educational Needs (SEN) or disabilities. Travel assistance can be provided by the council under the Care Act 2014 in order to enable an Adult with assessed eligible care and support needs, or a carer, to make use of necessary facilities or services in the local community. The Authority plans to establish a 4 year Framework with 2 Lots to provide inspection and repair services for the overseas Civilian Armoured Vehicle fleet it manages. Each Lot will provide services within a defined regional area. Lot 1 Services within Ukraine, Middle East and Africa Regions. Lot 2 Services within the America's, Europe and Asia Regions. Each vehicle within the global Civilian Armoured Vehicle (CAV) fleet FCDO Services manages is required to be independently inspected and serviced every 12-16 months during its operational life. The objective of these inspections is to service each operational CAV and inspect vehicles for roadworthiness and the condition of all visible armour. A report will be produced detailing the assessed condition of the AV, defects and remedial work undertaken to rectify faults during the inspection. Environment Audit of Low and Medium-Secure Forensic Mental Health Services within the sites of Oxford Health NHS Foundation Trust (Thames Valley and Wessex, Adult Secure Neurodiverse Environmental Audits)
Defence Medical Services Research Steering Group (DMSRSG) is the primary mechanism through which the DMS endorses and funds research activity. The research project must be of military relevance, scientifically robust, and offer value for money. DMSRSG supports military-relevant medical research. Projects are not restricted to a particular methodological approach or technology readiness level (TRL). We will support foundational science through to applied research. Where foundational science / early TRL activity is proposed there must be a feasible pathway to impact on clinical delivery or operational capability. Research must be predominantly medical or healthcare focused and we welcome qualitative, quantitative, and mixed methods research. There is no limit on the amount of funding that can be requested per application. However, the overall commitment budget at any one DMSRSG meeting is approximately £500k and we support multiple proposals at each round. Funding requests should always be commensurate with the activity proposed and can be multi-year. Priority areas are outlined in the calling notice. Please note that the EOI process is open all year round with no deadline.
Yorkshire Water is launching a tender notice of a procurement process for the provision of diffuser system services across its wastewater treatment asset portfolio. The proposed framework will support the assessment, design, supply, installation, commissioning and replacement of diffuser systems within Activated Sludge Plants (ASPs) and associated wastewater treatment processes. The framework is intended to provide end-to-end scheme delivery, including condition assessment of existing assets, design of replacement or new diffuser systems, supply of diffusers and associated mechanical components, installation works, commissioning, performance validation and phased handover to maintain operational continuity. This ITT sets out the information which is required in order to assess the suitability of bidders in terms of their capacity to deliver flexible, responsive business support, quality assurance processes, relationship management, service levels and innovative solutions to meet the requirements of ECW for Cheshire and Warrington Growth Hub Support Services Across Cheshire and Warrington, businesses have had access to a wide range of support offers. However, this provision is often time limited, programme specific, or fragmented across organisations, which can make navigation difficult for SMEs. Businesses frequently report uncertainty about who does what, leading to disengagement after initial enquiry. The available services have been curtailed recently due to funding reductions. ECW is commissioning a service to address this gap on an interim basis via an embedded service within the existing Cheshire and Warrington Growth Hub. The service should be designed to also add resource to the National Business Growth Service by ensuring businesses receive timely, proportionate, hands on support that helps them take action and progress. The additional service will operate as part of the Growth Hub and is intended to complement, existing provision at a national, regional and local level. The interim provision will include practical delivery, hands on adviser support, follow up, and business readiness -ensuring clear referral pathways, feedback loops, and effective navigation across the ecosystem. ECW wish to secure efficiencies and economies of scale by means of a procurement exercise for meeting the requirements detailed within this documentation. The principle benefits anticipated by ECW in this procurement include; • Ability to maximise opportunities for best value and efficient services • To allow bidders to explore efficiencies, which may be possible by suggesting innovative and cost-effective solutions • Presentation of cost savings to ECW in order to maximise economical operational efficiency and value for money • A resultant contract that meets the tender requirements and supports ECW with their ambition This service would be commissioned on an interim basis for 12 months, with quarterly reviews. This is intended to maintain continuity of business support during the transition to a Cheshire and Warrington Combined Authority-led service, while also establishing a scalable model capable of adapting to future devolved arrangements. During the contract life, the successful bidder will need to achieve continuous improvement against KPIs, customer satisfaction and other contract measures. Failure to do so may result in the contract being terminated.

Tenders are sought by Ards and North Down Borough Council (the Council) for the Provision of Marine Work Services. The Council currently operate 5 harbours - Groomsport, Donaghadee, Ballywalter, Ballyhalbert and Cook St. Portaferry. In addition, the Council is responsible for a number of navigational aids, situated throughout the surrounding Coastal area. The majority of the basic operational tasks at the Harbours are carried out by a Council Harbours' team. However, there are additional tasks that require assistance or a specialist skillset and include both Planned Maintenance and Reactive Maintenance. The Council wishes to appoint a suitably qualified Contractor to undertake these additional tasks.
