There is no guaranteed volume or value of work, and services will be commissioned through individual call-off contracts as requirements arise.
Lancashire is home to more than 112,000 unpaid carers, representing approximately 9.6% of the population aged five years and over. This is higher than the national average of 8.8%. The estimated value of unpaid care provided by carers across Lancashire is approximately £3.7 billion per year. The number of carers is expected to increase as the population ages, people live longer with complex conditions and more care continues to be delivered within family and community settings. Many carers balance caring responsibilities alongside employment, education, family commitments and their own health needs. The Council recognises that while thousands of carers are currently known to services, many more remain unidentified and are therefore unable to benefit from available support. Hidden carers remain a significant challenge across Lancashire, particularly within working-age populations, rural communities and communities that traditionally experience barriers to accessing support. Lancashire County Council (LCC) is in the process of undertaking an exercise to commission the Lancashire Carers Service. The University of Wales Trinity Saint David (UWTSD) is seeking suitably qualified design and construction teams to deliver multiple Air Source Heat Pump upgrade projects across various locations and buildings within the university estate. The primary objective of these projects is to enhance the environmental performance, energy efficiency, and overall sustainability of the university’s estate, supporting the university’s wider decarbonisation and net zero ambitions. Relevant RIBA stage design documentation will be provided for reference purposes to support bidders in the preparation and submission of their proposals. The works comprise the replacement and upgrade of the existing gas burner systems serving three boilers within the IMO Building. The Contractor shall undertake the works sequentially, maintaining heating resilience by ensuring a minimum of two boilers remain operational at all times. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, periodically holds competitive tenders to award seabed rights for the development, construction and operation of offshore wind farms. In September 2024, The Crown Estate set out its approach to bringing such future tenders to market in its Future of Offshore Wind publication (Future of offshore wind | The Crown Estate). This was published alongside a report setting out our ambition to develop a Marine Delivery Routemap, which is intended to help enable a more holistic approach to be taken in relation to seabed development in the future. Rail Advertising and Ticket Gate Advertising Concession South Western Railway Ltd intends to procure a commercial advertising concession under which a supplier will market, sell and manage paid advertising across on‑train media and station ticket gate media on behalf of South Western Railway Ltd. The appointed supplier will secure advertisers, manage sales activity, collect advertising revenue and provide management information, sharing revenue with South Western Railway Ltd under an agreed commercial model. The new concession is expected to protect an established revenue baseline while placing greater emphasis on incremental revenue growth, innovation and performance. South Western Railway Ltd services and stations included in this concession extend widely across South West London, Surrey, Berkshire, Hampshire, Dorset, Wiltshire and Devon including Guildford, Basingstoke, Portsmouth, Southampton, Salisbury, Bournemouth, Weymouth and Exeter. 1. Purpose The Authority Enterprise OFFICIAL voice system is ageing and requires modernisation. The future end state is a hybrid solution that fuses on-premises calling capability with the flexibility of a cloud-native call management service. This procurement is for the design, build, migration, and operation of the end state architecture whilst ensuring the users maintain capability throughout the process. This encompasses design and delivery of a cloud native call management core (Software as a Solution (SaaS) or UK zoned public cloud), migration of existing gateways and SIP native Private Automatic Branch Exchange (PABX), modernisation and Session Initiation Protocol (SIP) enablement or replacement of legacy, non SIP PABX, through life support for legacy PABX estate until migration, resilient public telephony breakout and partner connectivity, local survivability for specific sites, a field engineering competence to ensure compliance with Authority processes and service management. The existing PABX estate is mostly analogue lines with a small amount of digital and Voice Over Internet Protocol (VoIP) ; it is not envisaged that this will change due to the cost and complexity of replacing the existing cabling. 2. Background The Ministry of Defence’s (MOD’S) Integrated User Services (IUS) VOX NOVA (VN) Programme is responsible for the delivery of fixed voice telephony at OFFICIAL. The current FVO service supports Defence outputs, including safety-related and operational use cases. User access is provided through a mixed estate of analogue lines, digital extensions and a smaller number of Voice over IP endpoints, with services terminating on site-based Private Automatic Branch Exchange (PABX) where required. The existing estate includes a mixture of refreshed IP-native OpenScape PABX, HiPath 3x00 switches and legacy Integrated Services Digital Exchange (iSDX) and Meridian switches. Site-based PABX trunks and Voice Over Internet Protocol (VoIP) handsets currently terminate on a geo-resilient call management core, with connectivity using Session Initiation Protocol (SIP) and Internet Protocol (IP)-encapsulated H.248 for legacy PABX. Permanent overseas locations use OpenScape PABX with local public telephony breakout where required to support local survivability. The current FVO core is based on in-service Ribbon C20 soft-switch infrastructure hosted in contractor facilities. It provides Time Division Multiplexor (TDM) and SIP trunk functionality, analogue terminal adapter support, H.248 media gateway support, public telephony breakout and secure boundary protection/partner connectivity 3. Establish service management, monitoring, field engineering, security assurance, testing, early-life support (ELS) and through-life operations. h. Provide a transparent commercial model covering implementation, migration, recurring services, consumption, spares, field engineering, change and exit. The Local Government Association (LGA) is seeking an experienced coaching provider to design and deliver a pilot group coaching intervention for senior colleagues. The pilot will support experienced senior leaders working in a complex, politically led and stakeholder-focused environment, providing a structured space for reflection, shared learning and practical leadership development. Providers should have strong group coaching expertise, relevant coaching qualifications or accreditation, and demonstrable experience of working with senior leaders in local government, the wider public sector or comparable complex stakeholder environments. Providers should be able to show an understanding of the LGA’s role, the context in which senior colleagues operate, and how group coaching can support experienced leaders to reflect on current challenges, strengthen leadership practice and apply learning in their day-to-day work. The procurement title is Group Coaching for Senior Leaders. The procurement route for this RFQ is £10,000 to £30,000 inclusive of VAT. The initial committed requirement is for the design and delivery of the pilot only. To support delivery of the LGA’s programme of children’s leadership support to councils, corporate and political leaders through provision of associate support specifically (but not exclusively) in SEND. SEND Improvement Adviser associate roles bring essential expertise and experience into the delivery of the programme. With ever growing demand for support with reform readiness and SEND improvement at political, corporate and partnership levels, up to 3 x SIA roles will be procured for another year to provide up to 60 days support each on a day rate of £700. The SEND Improvement Adviser will be required to: • Collaborate closely across the SIA team to ensure effective national coverage, clear prioritisation and distribution of work, identification of themes and gaps, development of guidance and tools, and a strong evidence base on impact. • Maintain regular engagement with the LGA Children’s Improvement Team to share updates, insight and emerging themes. • Work closely with the LGA children’s improvement advisors and corporate leadership to ensure a coherent, high-quality and strategically aligned offer. • Support and enable peer-led improvement as the primary approach. • Contribute to the design and delivery of national and regional and local leadership development activity. • Develop strong relationships with councils and corporate and political leaders to build a clear understanding of need in SEND, support leadership, strengthen system-wide partnership working. • Build a direct relationship with the regional improvement and innovation alliances (RIIAs). • Provide constructive challenge to local and regional approaches and priorities, including supporting leadership reflection and continuous improvement. • Identify and support councils where there are gaps in readiness for SEND reform or capacity for improvement. • Work with the LGA’s children’s improvement team to commission additional capacity and expertise. • Identify emerging themes, good practice and innovation, and develop and disseminate guidance, tools and case studies. • Ensure best practice and learning is shared widely across the sector and embedded into ongoing improvement activity. • Contribute to the monitoring, evaluation and continuous improvement of the programme. • Build a wider understanding of the LGA’s improvement support to ensure a coherent and co-ordinated offer to councils.
