Servicing and Maintenance of Fire Extinguishers Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Servicing and Maintenance of Fire Extinguishers. The Office of the Chief Engineer within the UK Space Agency (UKSA) is intending to identify delivery partners to support a set of studies that will support ongoing research being performed as part of its role in the Inter-Agency Space Debris Coordination Committee (IADC). The IADC has 13 member states that conduct technical research to inform their publications on how to measure, model, protect from and mitigate space debris. The primary purpose is to exchange information on space debris research activities between members, to facilitate opportunities for cooperation in space debris research, to review the progress of ongoing cooperative activities and to identify debris mitigation options. The UK has been a member for nearly 30 years and has been helping to guide the international policy over this time. The IADC consists of a steering group and four working groups - Measurements, Environment and Database, Protection and Mitigation. The studies that have been identified will seek to support on-going research being performed in each of these working groups. UKSA is seeking suppliers to perform technical studies of relevance to three of the four IADC working groups. We will require the supplier to fulfil the specification, including defining framework/model where needed and putting theoretical metrics into practice. We are splitting this competition into multiple lots linked to three of the four IADC working groups. Prospective bidders should note this requirement is not seeking any studies this year in support of IADC Working Group 1. Bidders may bid for and be awarded one or more studies within each lot. For the avoidance of doubt, it is not necessary to bid for multiple studies to be eligible to participate. HRA - Charging Project

1. INTRODUCTION 1.1. This general information notice is published to provide information about how the Department of Health and Social Care (DHSC) will be engaging with interested parties to find one or more strategic collaborator/donor. 1.2. DHSC is seeking expressions of interest from organisations in the voluntary, community, social enterprise (VCSE) and private sectors to collaborate in support of both the capital and revenue commitments to enable the extension at pace of the existing In Service Evaluation (ISE) into newborn Spinal Muscular Atrophy (SMA) screening in England, which will also include evaluating screening for Severe Combined Immunodeficiency (SCID). 1.3. The focus of this collaboration is the financial contribution required for the set up and running of an additional 6 newborn screening centres over a two year period (with the first of the additional centres looking to be operational by Q3 of 2027) 1.4. This is not a public procurement or sponsorship opportunity and will not result in the award of a “public contract” (within the meaning of the Procurement Act 2023). DHSC is specifically looking for financial contributions and wishes to hear from interested parties who can help us to: • Extend the screening and laboratory testing process to enable all babies in England to receive the offer of screening. • Help with the early identification of SMA[GD1.1][RX1.2][DG1.3] in newborns by extending the evaluation of SMA / SCID screening to an additional 6 labs. BACKGROUND Spinal Muscular Atrophy (SMA) in newborns is a severe genetic condition that affects the motor nerves in the spinal cord. This nerve damage leads to progressive muscle weakness, severely impacting a baby’s ability to move, swallow, and breathe. It is a leading genetic cause of infant mortality. SMA is caused by a missing or faulty gene called SMN1. For a baby to be born with SMA, both biological parents must be carriers of this mutated gene and pass it on to their child. Carriers typically show no symptoms themselves. In many countries, SMA is now included in routine newborn screening programs (often part of the newborn blood spot or "heel prick" test) to allow for early diagnosis before symptoms even begin. Diagnostic confirmation involves a simple genetic blood test. Severe combined immunodeficiency (SCID) is the name given to a group of rare, inherited disorders that cause major abnormalities of the immune system. They form part of a larger group of conditions known as primary immunodeficiencies. The immune system abnormalities in SCID lead to greatly increased risks of infection and other complications that are life-threatening. Affected infants become unwell within the first few months of life, and before modern medication and treatments were available, most affected babies did not survive beyond their first year. At present, DHSC via NHS England are currently funding the implementation of “in-service evaluation” SMA screening in seven of England's thirteen newborn blood spot screening laboratories, (screening 410,000 babies per year). All of these seven laboratories possess the infrastructure, workforce expertise and operational capability required. These laboratories are also currently delivering Severe Combined Immunodeficiency (SCID) screening using the same testing platform and processes. To move at pace and lift screening capacity to all 13 screening laboratories which would provide coverage to the whole of England (additional 185,000 babies per year) further financial support is required.

The Protect Delivery Team, part of NAD UK Ministry of Defence (MoD) requires a new contract for the ongoing procurement of Explosive Test Kits (EXPENs). These are the first-line test kits, which enable rapid screening of explosive substances. A delay in procuring the test kits will create a capability gap, as the kits are single-use and have a shelf life of three years. Therefore, a replacement contract is required to support the continued use of the equipment. The contract duration will be for 5 years with a total estimated contract value of £2,199,695.83 (ex VAT) or £2,639,635.00 (inc VAT).

Strathclyde Pharma Solutions, a research group within University of Strathclyde's Strathclyde Institute for Pharmacy and Biomedical Sciences is a MHRA licensed manufacturing facility, supplying investigative medicinal products to clinical trials. We require a Supplier to undertake annual servicing and calibration of equipment as well as service cover for emergency call out. As part of our clean room facility, we generate our own Water For Injection which feeds associated equipment. The WFI System comprises of a 500L 316L stainless steel tank, circulation pump, control panel and a circulation loop of pipe work with 4 off-take sample areas. Blackburn with Darwen Borough Council is seeking to commission an Integrated Drug and Alcohol Treatment, Prevention and Recovery Service for Adults and Young People. The new treatment service will provide specialist and structured community treatment, including criminal justice linked interventions and support, to adults and young people who use drugs (illegal & prescription) and alcohol through an integrated service model. The Learning Trust are seeking to procure a number of providers for a multi-supplier framework for cleaning services. The main objective of this procurement exercise is to deliver the procurement of a framework that will enable the Trust to source cleaning services for its schools. There is initially one school in this framework, however, other schools may call off later. It should be noted that it is not mandatory for Trust schools to use this framework. Schools will only call off from this agreement if they have a requirement to do so. It is envisaged the number of contractors on the framework will be between 1 and 3 The provision of the service must demonstrate the best value approach and be flexible in its delivery and operation to ensure that the needs and ethos of individual schools are supported. This framework process is targeted to have a cleaning contract in place to commence in April 2027 for the initial direct award school. Please note that this process covers all cleaning services within the Learning Trust school with full tender costings and proposals for the school for a contract start in in April 2027 for the initial direct award school. These details will be further explained in the ITT documents. The process will be through a competitive flexible procedure commencing with a participation stage to create a select bidder list following analysis of a PSQ document (within which the scoring criteria will be included). The nature of the contract demands a good local infrastructure to provide and maintain the level and standard of cleaning service and support required by the Trust. Labour resource/relief cover is very important. We have set a minimum Employer's (compulsory) liability insurance of 10,000,000 GBP). Following the analysis of PSQ’s the selected bidders will be invited to attend a site survey and tender briefing initially planned for early October 2026.
