Walsall Council is seeking Voluntary Sector/ Community led organisations to deliver a locality and community-based solution to support and develop the community, voluntary and faith sector (VCS) within the 4 localities in Walsall: Hub/Lot 1: North Walsall: Bloxwich East and Blakenall Heath, Bloxwich West, Beechdale, Leamore and Reedswood and Harden, Goscote and Ryecroft; Hub/Lot 2: West Walsall: Bentley and Darlaston North, Darlaston South, New Invention, Short Heath and Willenhall; Hub/Lot 3: East Walsall: Pelsall, Brownhills, Aldridge North and Walsall Wood, Streetly, Rushall-Shelfield,, Aldridge Central and South, and Pheasey Park Farm; Hub/Lot 4: South Walsall: Paddock, St Matthews, Palfrey and the Delves and Pleck. The aim of this service is to ensure the voice of the sector is heard within anchor organisations, both in Walsall and beyond. The focus is on supporting and developing local organisations and ensuring effective engagement with anchor organisations. Delivery will be led by providers who have a strong understanding of the local population and a proven track record in fostering collaboration, including volunteering, and working through CVS organisations.
The Council intends to establish a framework of building contractors to support capital works for both the Council's corporate estate and schools the Council is supporting. The Framework will cover a range of construction services and specialties covered under one lot with multiple suppliers. Annual spend through the Framework will typically be between £5,000,000 and £8,000,000. It is anticipated that a mix of mini competitions and direct awards will be conducted in connection to individual projects, but the precise call off methodology is still being developed by the Council.

The Authority is interested in feedback on a range of potential delivery approaches, including: • A single lead accredited provider model. • A consortium or partnership model involving multiple organisations with capacity building to support a quality standard of advice. • Community-based triage and navigation functions. • Models that build capacity within the wider voluntary and community sector through training, resources and responsive referral pathways. The Authority welcomes feedback on alternative approaches that may better achieve the desired outcomes and improve access, resilience and wellbeing for residents.

This service will provide a physical healthcare solution to an existing gap in mainstream service delivery in the trust's secure inpatient service Ridgeway.
