The Highland Council intends to put in place a Framework Agreement (hereinafter may be referred to as “Framework or FW”) with a number of suitably competent, qualified and experienced Contractors to provide Housing & Property Maintenance Services for various service users/requirements for the Inner Moray Firth Area, on an ‘as and when’ required basis. The Department for Education is seeking to procure an organisation to manage, administer and deliver the matrix Standard, the Government’s quality standard for the provision of information, advice and guidance on learning and work. The contract will cover the delivery of a nationwide assessment and accreditation service for organisations seeking certification against the matrix Standard, including initial assessments, certification reviews and annual Continuous Improvement Checks (CICs). As at December 2025, approximately 1,380 organisations are accredited, with several hundred assessments and checks undertaken annually. The successful provider will be responsible for the effective end-to-end management of the Standard, including: delivery of assessment and accreditation services through a network of qualified independent practitioners management and maintenance of the matrix Standard website and associated digital services management of the practitioner register, including recruitment, training and ongoing professional development quality assurance of assessment and certification processes to ensure consistency and integrity of the Standard provision of management information and reporting to the Department promotion and marketing of the matrix Standard to increase awareness and uptake stakeholder engagement across a range of sectors The service must be delivered across England and may include wider UK coverage, with assessments undertaken through a range of delivery methods including on-site, remote and hybrid approaches. This will be a concession contract, with the service funded through fees charged to organisations for assessments and continuous improvement checks, and registration fees paid by practitioners.
Oxfordshire County Council is seeking to procure a new Homecare Framework covering the delivery of Homecare, Discharge to Assess (D2A) and Reablement services across Oxfordshire. The county has been divided into five operational Zones, and services will be delivered through a two-tier provider model. This procurement is being conducted as a Competitive Flexible Procedure (CFP) in accordance with the Procurement Act 2023 and will be undertaken as a two-stage process. Stage 1 - Invitation to Participate (ITP): Interested providers will be required to demonstrate their eligibility to participate. Stage 2 - Invitation to Tender (ITT): Only providers who successfully pass Stage 1 will be invited to submit a full tender response and participate in the final evaluation stage. NHS Blood and Transplant (NHSBT) is a Special Health Authority and is responsible for the provision of blood components and a range of associated laboratory and patient therapeutic services to hospitals. The NHSBT Therapeutic Apheresis Service (TAS) provide lifesaving and life-enhancing therapies to adults and children across a range of clinical specialties. Patients receive treatment either at their hospital bedside or where clinically appropriate as an outpatient in an NHS Blood and Transplant (NHSBT) unit. A Bed Every Night (ABEN) is a Greater Manchester wide programme providing accommodation and support for people who are sleeping rough or who are at immediate risk of rough sleeping. Manchester is required to deliver at least 168 units of accommodation with support in the city as part of the ABEN programme. We intend to test the provider market and reprocure ABEN services in Manchester to put new contracts in place for the financial years 2027/28 and 2028/28, with new 2-year contracts commencing in April 2027.
Essex County Council (ECC) is seeking to explore how artificial intelligence can support Adult Social Care practice by transcribing and summarising practitioner and resident conversations. The work forms part of ECC's wider Pioneering AI programme, established to identify safe, ethical, and effective use of AI across the organisation. ECC has previously undertaken a proof of concept for this requirement that responded to significant pressures within Adult Social Care, including rising demand, workforce shortages, increasing case complexity, and a high administrative burden associated with recording case notes, which reduces time available for direct work with residents. Wider Roll Out Project: A pilot has been undertaken as part of ECC's AI Transcription and Summarisation Proof of Concept to test the use of AI tools in supporting Adult Social Care practice by transcribing and summarising practitioner conversations. At this point, ECC aims through potential future procurement and strategic decision making to scale this capability across Adult Social Care, selecting an appropriate mix of specialist tools and Microsoft capabilities, to deliver improved efficiency, consistent high quality case recording, and sustainable, compliant AI adoption at scale. The objective of this market engagement survey is to inform any future procurement process and assess if this market is viable, understanding whether AI tools and capabilities can reduce recording time, improve the quality and consistency of case notes, enhance practitioner and resident experience, and provide a clear evidence base and governance model for scaling AI safely and responsibly within high-risk statutory social care contexts.
