Carmarthenshire County Council, through its Actif Sport & Leisure service, is exploring market capability and delivery options for a future service and maintenance contract covering fitness equipment across five leisure centres within the County (Carmarthen Leisure Centre, Amman Valley Leisure Centre, St Clears Leisure Centre, Llandovery Leisure Centre, and Newcastle Emlyn Leisure Centre). The Council’s fitness equipment estate comprises a mixed portfolio of manufacturers, including Life Fitness, Technogym, Concept2, Black Box, Origin, Keiser and Wolverson, and supports the ongoing operation of fitness suites, studios and associated facilities. Existing service and maintenance arrangements for this equipment have reached the end of their contractual term, and the Council is seeking market input to help shape a compliant, value‑for‑money procurement approach. The anticipated scope of the future contract is expected to include planned servicing, reactive maintenance, fault repairs, and annual service certification across all in‑scope equipment, with an emphasis on maintaining equipment availability, supporting business continuity, and ensuring compliance with relevant health and safety requirements. The Council is also interested in understanding market approaches to managing a mixed‑manufacturer estate and the use of manufacturer‑approved parts and competent engineers. The Council operates its leisure facilities using the Orbit4 asset management platform and is seeking feedback on the integration of service and maintenance activities with digital asset management systems, including ticket logging, response times, service reporting, and record‑keeping for audit and assurance purposes. Lake District National Park Authority (LDNPA) invite architects to submit tenders for the design and related planning submission of a replacement public toilet block in the Waterhead Carpark, Ambleside. The architect will be expected to submit a fixed fee proposal for the outline design and have capacity to deliver the design by mid Summer 2026 and complete the planning application by the Autumn 2026. The current building houses a small shop and public toilet facilities. The building is no longer fit for purpose and LDNPA wish to replace this with a new building in the carpark. We propose that the new building should contain multiple individual unisex toilets with enough room for changing for activities on the lake. There should also be accessible toilets available. There will be a charge to use the toilets inline with the existing facilities. We are considering options for the space, so the design should consider whether to keep a shop/kiosk at the location. The design should also consider including a 'Changing Places Toilet', Changing Places Toilets. We would suggest the planning application should include these, even if they are not initially included in the eventual build. The building design should take into account the historic and natural environment it sits in and be sympathetic to the surrounding buildings. This should include the design of the building along with materials used. Wherever possible, carbon implications should be considered and should consider LDNPA's Net Zero aims. This could include using solar to heat the water, utilising materials from the existing building, or other low carbon features. We are expecting a range of options within the design, with recommendations from the architect. Cost/value for money of the eventual build should be considered in the design.

West Midlands Ambulance Service (WMAS) are looking to tender for the provision of Facilities Management – Planned and Reactive Maintenance Services. As part of the process, the trust is conducting a Market Engagement Exercise to establish the level of interest in the opportunity, gain understanding of the market and to gather information.
The Department for Education (DfE) is establishing an alternative student finance (ASF) product, compatible with Islamic finance principles, to enable all students, regardless of their faith, to access Higher Education (HE). Whilst the current student finance system provides interest-bearing loans for students entering HE study, some students, particularly those who identify as Muslim, do not feel able to access these loans due to their faith. ASF will address this barrier by providing a faith-sensitive equivalent to the current loan product. Students accessing ASF will not suffer any detriment nor experience any advantage through choosing to access student support via this route. The ASF system will be based on a ‘Takaful’ model, to provide a form of group-based mutual support. Recipients will receive financial support for HE and, in return, will commit to making contributions back to the scheme in the future which will be used to help other students go to university. ASF recipients will make the same total contributions as those who opt for the conventional student loan product. Like the conventional student loan scheme, these contributions will be based on what people earn and will therefore be of the same amount and made at the same time as repayments for conventional student loans. Legislation has been put in place, through the Higher Education and Research Act (HERA) 2017, to enable ASF to be introduced. At present, we are working closely with a group of specialist advisors to develop a robust ASF model. Alongside this, the Government is also reforming the wider student finance system. The introduction of the Lifelong Loan Entitlement (LLE) will significantly change how students access learning and financial support. We intend to introduce ASF as soon as possible after the LLE, so that both reforms work cohesively to expand opportunity and support for all learners. To ensure that ASF funds are managed in accordance with Islamic finance principles, the DfE is exploring the banking arrangements required. This will include establishing a bank account that can hold and move funds in a compliant manner, including that the account must not bear or generate interest. This engagement activity is focused on generating insights from the market, including market interest in fulfilling this service, feasibility of account options, the anticipated availability of compliant accounts meeting DfE’s requirements, expected costs for the required account and estimated timeframes to establish and operationalise the account. We are keen to identify whether there are innovative solutions that may help deliver better public services and value for money. We anticipate that there will be a contract for this service. The supplier must be able to: • provide evidence of how it handles and holds money in an Islamic finance compliant manner • facilitate the transfer of funds • be fully regulated with FCA/MPM compliance. We expect that a full specification of requirements will be provided after this exercise, in line with an invitation to tender if/when issued.
