The evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT). Evaluation Approach The Authority intends to evaluate tenders on the basis of two defined delivery scenarios: • Scenario A: A single supplier delivering all services under Lot 1 • Scenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively For the purposes of evaluation: • Lots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution • Lots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution Scenario B will only be considered where: • all Lots (2, 3 and 4) are covered by compliant tenders • the combined solution represents a complete and deliverable service • the solution demonstrates value for money Where these conditions are not met, the Authority reserves the right not to proceed with Scenario B. The Authority further reserves the right: • not to award Lots 2–4 where a viable combined solution is not achieved • to determine that Scenario B does not represent value for money • to award Lot 1 where it represents the Most Advantageous Tender Third-Party Access to Facilities Third-Party Access to Facilities and Waste Opportunities The Authority anticipates that certain waste management facilities procured under this contract may be made available to third-party local authorities. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. The Authority is also in discussions with North Hants Council and Bedford Borough Council, with potential inclusion subject to confirmation. Third-Party Waste Opportunities The Authority may permit the acceptance and management of Third-Party Waste (TPW) within the relevant Lots, subject to applicable permits, planning requirements and operational constraints. Tenderers may be invited to submit indicative proposals relating to TPW opportunities. Any TPW information provided will be used to inform commercial discussions and negotiations and will not form part of the scored tender evaluation. Carmarthenshire County Council is seeking to procure a modern, integrated parking payment and control solutions to replace and enhance its existing Pay & Display infrastructure and introduce barrier controlled parking at selected high usage sites. The Department for Culture, Media and Sport is intending to procure a delivery partner for the Young Futures Hubs and Transformation programme, to provide support to Local Authorities (LAs) to deliver Young Futures Hubs (YF Hubs) and Local Youth Transformation projects, and to establish a national centre for Young Futures Hubs and transformation, producing guidance, best practices and training to share learning with Local Authorities not participating on the programme.

The Point Theatre in Eastleigh was constructed 30 years ago. The main auditorium seating consists of 318 seats on a retracting mechanism and was installed at the time of initial construction. Following a recent maintenance check, the retractable mechanism was considered to be structurally sound and in good working order, however structural failures were identified in 59 of the 318 seats resulting in the seats being taken out of use. Many of these seats have been deemed beyond basic repair and the reduced seating capacity is now impacting on the viewing experience and the business case of the theatre. Accordingly, the Council considers the seating to have reached the end of its service life and is seeking to replace the 318 seats to restore the theatre to its full capacity. The aim of this project is to replace the existing theatre seating to reduce health and safety risks associated with the current installation, while enhancing audience comfort, improving durability, and modernising the overall appearance of the auditorium. The upgraded seating must: • Enhance the visual quality and consistency of the auditorium. • Increase longevity and reduce ongoing maintenance requirements. • Comply fully with fire safety, evacuation, and accessibility standards. • Optimise audience sightlines, in particular for Row Q. • Retain or enhance the existing seating layout and capacity. Introduction and purpose of the RFI Background For Southern Water, Smart Systems is a major transformation programme and strategic priority spanning the whole water cycle. We recently completed Discovery (Phase 1) defining the initial modules we wanted, a gap analysis, and decision on whether to run Smart Systems as a long-term strategic programme. This accommodation is provided when it is necessary to meet people's assessed needs under the Mental Health Act and is provided as a way of helping people return to independence in the community. The Pathway is designed to support flow and capacity for step down from hospital, avoid preventable admissions, improve health and social care outcomes for individuals, provide holistic support and reduce and/or eliminate out of area placements. The model is underpinned by a move-on concept linked to community provision, including commissioned services ensuring people can continue to recover and thrive independently in mainstream housing. UKRI are looking for a supplier to deliver the next iteration of the Future Leaders Fellowship Development Network. The Future Leaders Fellowships (FLF) scheme was launched in 2018 and is a major cross-UKRI investment with the aim of developing the next generation of research and innovation leaders. It supports researchers and innovators with outstanding potential based in universities, eligible UK registered businesses, and other research and user environments including charities and research councils' institutes laboratories. The FLF Scheme has funded over 700 fellows since its inception. Initially, FLF awards were predominantly made to academic hosted fellows, the number business-hosted fellows have grown year on year and now comprise a significant part of the cohort. The supplier must demonstrate the capability to deliver a programme that engages a broad range of stakeholders across UKRI’s landscape including academia, business and other sectors. The delivery model must ensure access to appropriate expertise across disciplines, sectors and organisational types, reflecting the diversity of the cohort supported by UKRI. The Government's collection and packaging reforms represent the biggest change to the UK's waste and recycling sector for c.25 years. Simpler Recycling aims to make it easier for households and businesses to recycle, including making provisions by 31 March 2027 for all local authorities in England to collect plastic bags and wrapping (flexibles) for recycling from all households. The FlexFlats project aims to understand how local authorities can provide an efficient and effective flexibles collection service to residents who live in purpose-built flats and share bins (communal bins). The pilots will be carried out in partnership with three London local authorities with five pilot sites (blocks) in each. The local authorities are: • London borough of Bexley (twin-stream dry recycling service) • London borough of Lewisham (comingled dry recycling service) • Royal Borough of Kensington and Chelsea (commingled dry recycling service) The pilot will trial a range of methods for flexibles plastics collection in 15 blocks of flats across the three boroughs. Each block will have a minimum of 25 households and will have a residual waste and dry recycling collection service already in place. A range of in-home solutions will be piloted. Flexibles sorted in the home will then be collected externally in either the usual dry recycling bin or a separate flexibles bin in the communal bin area - it is anticipated that separate flexibles bins will be no larger than 240l. Phase 1: Pre-pilot WCA - to be undertaken between 7th - 26th September 2026 before interventions are introduced Phase 2: Post-pilot WCA - to be undertaken late January/early February 2027 to assess impact of interventions • Sorting to meet the data classification provided; • Confirmation of all appropriate permits to sort waste and (if required) transport waste; • Provision of a risk assessment in advance of any collection and sorting; • Attendence at an inception meeting via Teams and attendance at regular contract meetings during peak delivery periods (30 minutes/fortnightly or as required) and any other communications as required leading up to and required between project phases; • Delivery of the project outputs as set out in section 5; • Presentation of the results of the project (online via teams) • Final close down meeting (1 hour duration online), anticipated to be held February / March 2027. ReLondon will work with partner boroughs to determine if waste can be collected and delivered to the sort site by their waste crews/contractors. Bidders should provide an itemised cost line within the tender response for the collection of the waste from blocks in case this cannot be arranged. Development Partner for Keyworker Housing at Rotherhithe New Road and 25 Cherry Garden Street Southwark Council is undertaking Preliminary Market Engagement (PME) to inform the development of its upcoming procurement for a Development Partner that will be responsible for designing, delivering and operating 100% affordable key worker housing across two sites at Rotherhithe New Road and 25 Cherry Garden Street. This engagement aims to understand current market capability, ability to meet the delivery model, innovation opportunities and commercial considerations to support the design of a proportionate and competitive procurement procedure under the Procurement Act 2023.
