Project Overview The BD Group, on behalf of the London Borough of Barking & Dagenham (LBBD), is launching a Heating Infrastructure & Metering Remediation Programme. The project aims to resolve widespread failures in heat metering, data transfer, and Building Management Systems (BMS) across its residential housing stock. We are seeking expressions of interest from qualified Professional Services Consultants to act as our Subject Matter Expert (SME) and develop a comprehensive Invitation to Tender (ITT) suite for a specialist contractor. The University of Wolverhampton is seeking to procure a technology enabled solution capable of delivering high quality Virtual Work Placements solution for undergraduate and postgraduate students. The solution must provide structured, scenario based and industry aligned project experiences that accurately simulate real world professional environments relevant to the University’s academic disciplines. All placements must be fully accessible to students remotely through a secure, browser-based platform. The required solution must be scalable to support larger student cohorts (2000+ student per annum) and must incorporate robust learner support, integrated communication and assessment tools, and comprehensive monitoring and reporting functionality. It must also enable academic alignment, provide clear learning outcomes, and support the development of meaningful employability skills and authentic exposure to professional practice within a virtual environment. As part of this solution, the University is considering using the tender to potentially establish its own Framework; this will be confirmed prior to a formal tender notice. Academic Schools would subsequently be able to call off individual students’ virtual placements from the supplier whose provision best meets the relevant academic and professional development requirements. About the VRU The London Violence Reduction Unit (VRU), hosted within the Mayor’s Office for Policing and Crime (MOPAC), pioneers a partnership-based public health approach to tackling violence through prevention and early intervention. Since 2019, the VRU has invested in over 550,000 targeted interventions for young people across London. Working with partners across government, local authorities, education, health, policing and the voluntary and community sector, the VRU supports coordinated action at the key touchpoints that influence a young person’s journey: early years and families, education, positive opportunities, youth work, and communities and place. Central to the VRU’s approach is a commitment to embedding the voices of young people, practitioners and communities in policy, programme design and decision-making. Programme Background The VRU recognises that the rapid growth of digital platforms and technologies has created both new opportunities and new risks for children and young people. While online spaces can support connection, creativity, learning and participation, they can also expose young people to harmful content, exploitation, misogyny, harassment, coercion and technology-enabled abuse, and can contribute to the escalation of offline harm and violence. As digital risks continue to evolve, there remains a significant gap between young people’s lived experiences of the online world and the systems, policies and services designed to support them. The VRU is therefore developing a wider digital safety programme to strengthen London’s response to online harms through a more coordinated, place-based and multi-agency approach. This programme is expected to include: - Strengthening trusted adult capability through specialist training and practical support. - Piloting innovative digital youth work approaches that engage young people safely in digital spaces. - Supporting local authorities and borough partners to test and strengthen local responses to online harms through safeguarding and place-based practice. - Building a stronger London-wide evidence base, strategic understanding and coordinated regional response. To support this ambition, the VRU is seeking to appoint an Expert Partner for Youth Digital Safety in London. The successful provider(s) will help the VRU keep pace with emerging trends in online harms, strengthen the evidence and practice base, embed youth-informed approaches, and support the development of a more coordinated public health response across London. Description of the Service The appointed provider(s) will act as an expert partner to the VRU, delivering specialist support across policy, research, evidence, programme development, learning and practice translation. The role will support the wider digital safety programme by strengthening connections between research, policy, safeguarding and frontline delivery, ensuring that insight and learning are translated into practical improvements for young people, practitioners and systems across London. The commission is structured into two complementary lots: Lot 1: Research, Policy and Evidence Partner Lot 2: Programme Development and Learning Partner Bidders may apply for one or both lots, and proposals may be led by a single organisation, partnership or consortium. The VRU particularly welcomes collaborative delivery models that bring together complementary expertise, capacity and reach. The work is expected to address a broad and evolving range of online harms, including peer conflict, harmful social media dynamics, exploitation, violence against women and girls (VAWG), misogyny, technology-enabled abuse and online harms that may contribute to or escalate offline violence. The scope is intentionally flexible and intended to support the VRU in identifying emerging risks and priority areas over time. Intended Outcomes The commission will contribute to: - Stronger strategic understanding of digital safety and opportunity for children and young people. - Stronger multi-agency safeguarding responses to digital risk. - Youth-informed research, policy and delivery across the wider VRU digital safety programme. - Stronger learning partner support and programme improvement across priority delivery strands. - More practical and timely support across the wider VRU digital safety programme. - A more coordinated public health response to online harms across London. - Stronger external influence and strategic leadership on youth digital safety. Timeframe and Budget The intended contract period is 36 months, from October 2026, comprising an initial 24-month term with an option to extend for a further 12 months, subject to funding, performance and relevant approvals. This is a Provider Selection Regime (PSR) notice that this provider selection process has been abandoned and a contract has not been awarded. This process has been abandoned under the Health Care Services (Provider Selection Regime) Regulations 2023. Due to the operational impacts arising from changes in other services, the existing operator has served notice on the contract awarded in 2024 for Non-Commercial Bus Services Lot 4 (Service 60). The need for this service remains to ensure the community has the connectivity to facilities and services and therefore a new Request for Quotation is needed. This service will be renumbered as Service 26, linking more appropriately with other Paignton based services. Torbay Council is seeking to at least retain the existing bus service network in accordance with the Councils BSIP, but also to enhance it with improvements to service levels, including operating to key locations which are not currently served. Our aim is to improve the routes with increased frequency, additional services covering earlier and later times and at weekends with modern, low floor, zero or low emission vehicles. It is important to note that a new service (27), replacing and improving upon the current Services 28 and 30 between Paignton town centre and schools in Torquay, will be proposed. This will operate all day, additionally connecting to Torbay Hospital. There will be overlap with this contract. That overlap is not confirmed but may include areas of Shorton Valley and Preston Down Road. Torbay Council and Devon County Council are in the process of setting up a new combined Enhanced Bus Partnership.

UKFE is looking to develop the ability of TCAP within a Fuel Cycle to adjust the isotopic composition of tritium, deuterium and separate protium of continuous mixed isotopic feed within the STEP Fuel Cycle to ensure the delivery of STEP within the 2040s. To support this goal, the fuel cycle will perform a closed loop process: it will inject fuel into the plasma, capture the unspent fuel from the exhaust, purify it, separate and re-inject it within the plasma, ensuring efficient tritium recycling. The Ministry of Defence (MOD) intends to launch a series of procurements in support of Programme FRONTIER. The Defence AI Centre (DAIC) is hosting an Industry Day on 17th July 2026 to share plans for Programme FRONTIER, a new programme to harness frontier AI for enduring warfighter advantage. FRONTIER is a multi-year commitment which will tackle a range of warfighter problems, starting with AI tools and capabilities that reduce MOD’s cyber risk. Through this Industry Day we will be seeking to identify options in the market for innovative new products and services which can be matured into operational capability on MOD networks, at pace and within months. The procurements are intended to deliver scalable, innovative solutions that enhance operational effectiveness, decision-making, and integration across complex environments. The requirement is expected to align with wider Defence digital and data strategies and support delivery through modern, flexible commercial approaches. This notice is intended to provide early visibility to the market and enable engagement ahead of the formal Tender Notice. Supplier Invitation to Suppliers Conference The MOD is planning to hold a face-to-face Conference for prospective Suppliers on Friday 17th July. For those not able to attend in person, a Teams link will be provided to attend virtually. To promote principles of equal treatment and transparency, this session will also be recorded and can made available to Suppliers who request it. The conference will include a brief introduction from the Programme Team and a run through of the process from the Commercial Team. The intention of this session is three-fold, namely: (1) to explain how Suppliers, especially Small to Medium Enterprises (SMEs), can get involved in this opportunity, (2) to promote a common understanding of the Programme’s goals, and (3) to set the behaviours that MOD and Suppliers can expect from each other. One of the early focus areas is cyber security, and so through this work we want to understand options in the market for AI tools and capabilities that can help reduce MOD’s cyber defence risk and threat of attack. We are seeking options which we can deploy within our Security Operating Centres (SOCs) that monitor and protect MOD networks. We are interested in understanding products and services which are either already mature, or could be matured very quickly to an enterprise-grade capability. We are looking for opportunities to deploy tools directly into the SOC within months, that are ready to use by our cyber defence operators, that would even be used as part of a trial deployment providing tangible value and a measurable reduction to MOD’s cyber risk. We are not looking for proposals to develop new capabilities, or offers to provide evaluation of alternatives. We also are not looking for demos or proofs of concept that run on representative systems. However, solutions that can run on live MOD data piped into a separate sandbox environment will be considered for particularly high impact capabilities that require a greater level of integration where it makes sense to prove in a sandbox first. The Contracting route for the initial phase of Programme FRONTIER will be via the Government Commercial Agency (GCA)l Dynamic Purchasing System (DPS) for Artificial Intelligence. Any suppliers interested in engaging with Programme FRONTIER must also be registered as a supplier on the GCA DPS for Artificial Intelligence. The MOD anticipates adopting a competitive flexible procedure, likely comprising the following stages: • Stage 1 – Condition of Participation (COP): Suppliers will be required to submit a response demonstrating compliance with mandatory criteria and outlining their technical capability, experience, and organisational suitability. This stage may include both pass/fail and scored elements and will be used to down-select suppliers to the next phase. • Stage 2 – Invitation to Tender (ITT): Shortlisted suppliers will be invited to submit detailed proposals, including technical, commercial, and social value responses. This stage may include written submissions, presentations and/or demonstrations and will be evaluated against defined award criteria. • Contract Award: Suppliers achieving the most advantageous tenders will be awarded a contract and will be required to enter into the relevant terms and conditions. Illustrative Evaluation Considerations We are open to testing criteria with suppliers before finalising however proposals are likely to be assessed across a combination of: • Cyber Risk Reduction: Bidders must demonstrate how their proposed solution will deliver a measurable and tangible reduction in MOD cyber risk. Solutions focused solely on improving risk visibility, monitoring, or understanding without demonstrable risk reduction will receive lower scores. • Operational Maturity and Deployability: Preference will be given to solutions that are sufficiently mature and ready for deployment within an operational Security Operations Centre (SOC) environment. Bidders should evidence integration readiness, compatibility with existing systems and data sources, and assurance that deployment will not adversely impact current operations. • Understanding of Defence and National Security Environments: Whilst prior MOD experience is not mandatory, bidders should demonstrate an understanding of the challenges associated with operating within defence or national security environments. Credit will be given where bidders show awareness of MOD capability adoption processes and relevant operational constraints. • Security and Hosting Arrangements: Solutions must satisfy MOD security requirements and clearly articulate security controls and data handling arrangements. UK-hosted services are preferred, particularly where cloud-hosted solutions are proposed. • Whole-Life Cost and Commercial Sustainability: Evaluation will consider both initial trial costs and longer-term operational costs. Bidders should provide transparent pricing models and demonstrate that future service continuation costs represent fair and sustainable value for money. • Sovereignty and Control: Preference may be given to solutions that support UK sovereignty objectives. Solutions reliant upon external services, particularly those hosted or controlled outside the UK, may receive lower scores. Where external dependencies exist, bidders should provide a clear roadmap towards sovereign control or operation. What Good Looks Like: A mature, secure, operationally deployable AI solution that delivers demonstrable cyber risk reduction, offers clear long-term value for money, and supports UK sovereignty objectives. We are not looking for traditional cyber security products for this programme. The Office of Rail and Road (ORR) is seeking to appoint a supplier to provide a fully managed payroll service for approximately 404 payees. The service will include end-to-end payroll processing, pension administration, statutory deductions and reporting, BACS payment services, employee query support, payroll reporting and management information, and support for Civil Service Pension and Railway Pension Scheme arrangements. The scope also includes implementation and mobilisation activities, including data migration, testing, dual running, transition from the incumbent provider, and integration with ORR's Oracle Cloud HCM platform. The supplier will be responsible for ensuring a compliant, accurate, secure and efficient payroll service and delivering a fully operational solution by 1 April 2027. Estimated volume: Approximately 404 payees, comprising permanent employees, fixed-term appointees, Fees for Service workers, and Non-Executive Directors, with potential workforce growth of 10-15% during the contract term.
This framework will be designed to connect our customers to qualified contractors with experience supporting housing providers with servicing, maintenance, repairs and installation of passenger lifts.
The Home, Settle and Support service provides short-term, practical support to vulnerable residents following a hospital stay, Emergency Department presentation, or where they are at risk of hospital admission from the community. The service supports timely and safe discharge, helps people regain confidence and independence at home, reduce loneliness and social isolation as well as prevent avoidable readmissions. Support is tailored to individual need and normally provided for a short period, up to a maximum of four weeks, with clear signposting and warm handovers into relevant community and voluntary sector services. We are inviting the market to help us develop our future iteration of the service through shared experience, best practice and innovation. This is solely for the purpose of gathering information and understanding market capability and capacity and not a call to competition. Participation in this engagement is voluntary and will have no bearing on any future procurement activity. Suppliers who participate will not receive any preferential treatment, advantage, or influence in any subsequent procurement process. Equally, suppliers who choose not to participate will not be disadvantaged or excluded from any future opportunity.
The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.
