Description
Denbighshire County Council (The Authority) are looking to engage with the market in relation to cost effective and high quality payment kiosks. This pre-market engagement notice outlines the high level requirements for payment kiosks capable of accepting payments via cash, chip and PIN, contactless and mobile wallets. The kiosks are to be installed in Local Authority One Stop Shops, ensuring secure, accessible, and user-friendly transactions for a diverse range of customers. Aims of Engagement The purpose is to: - Understand supplier capabilities and the very latest technologies and solutions available in the market - Identify opportunities for innovation and best practice - Test assumptions on costs, timescales, and implementation approaches - Understand options available to the Authority Requirements • Payment Methods: The kiosk must accept major debit and credit cards (including contactless), Google and Apple Pay, as well as cash (notes and coins). • Receipts: The kiosk must provide printed and digital receipts for all transactions. • Transaction Processing: Payments must be processed in real time, with confirmation displayed to the user. • Change Dispensing: For cash payments, the kiosk must dispense change where necessary. • Multiple Services: The kiosk should support payments for various Local Authority services (e.g., council tax, parking, permits). • Ability to view analytics and run reports • The devices must be able to operate bilingually in Welsh and English • Data Protection: All card transactions must comply with PCI DSS standards. Sensitive customer information must be encrypted and not stored locally. • Physical Security: The kiosk must be robust, tamper-resistant, with lockable compartments for cash and maintenance access. • Alarm Systems: Integrated alarms for unauthorised access or tampering. • Audit Trail: The system must maintain a secure log of all transactions for audit purposes. • Cash Handling: Secure cash management system, including automatic counting and secure storage of notes and coins. • Physical Accessibility: The kiosk must comply with UK accessibility standards, including wheelchair access (height and reach requirements). • User Interface: Large, clear touchscreen interface with intuitive navigation.
