Yes Description East Sussex County Council (ESCC) requires the appointment of an independent Project Manager and Technical Advisor (PM/TA) to support the delivery of a school project utilising a Modern Methods of Construction (MMC) solution. The PM/TA will provide overall project management, governance, programme management, stakeholder engagement, risk and change management, together with independent technical assurance throughout the design, manufacture, construction, commissioning and defects phases of the project. The requirement is needed to ensure ESCC acts as an informed client and receives objective, evidence-based advice throughout the project lifecycle. Given the specialist nature of MMC delivery and the need to maintain robust oversight of programme, quality, statutory compliance, design development and construction activities, ESCC requires an experienced consultant capable of providing both project management leadership and independent technical assurance. The key objectives of the procurement were to: • Appoint a suitably qualified and experienced consultant with expertise in project management and technical assurance for MMC projects. • Provide ESCC with independent oversight and challenge of design, manufacturing and construction activities. • Ensure compliance with statutory requirements, Building Regulations, fire safety, accessibility standards and SEND-specific requirements. • Support effective project governance, stakeholder engagement, risk management and decision-making. • Protect the Council's interests by providing quality assurance, programme monitoring and independent technical advice throughout project delivery. • Deliver value for money whilst ensuring successful project outcomes and minimising project risk.
