Description of work We are looking to commission a service provider to design and deliver individually customised sales training to a number of university teams that are in the process of building a cybersecurity proof of concept (PoC) product, good or service. The service provider should, through direct engagement with each University team, develop a customer persona for their product, good or service. It is anticipated that the introductory session and main sales training workshop will be delivered in-person & Innovate UK Business Connect will arrange and provide suitable venues in London. Content should be adaptable for online delivery if in-person delivery is not possible. It is expected that 14 University teams will be taking part in the PoC phase of CyberASAP including this Sales Training Programme. Where appropriate we would also expect the service provider to provide ad-hoc mentoring for the teams around start-ups, development of MVPs and investment planning. 2.1 Design Design and development of course materials. Should include presentation slide material in electronic and printed form (bound in A4 or A5 format) for distribution to all delegates at the planned in-person sessions. 2.2 Delivery • Individual team meetings: 60-90 minute online meetings with each team involving staff engagement to better understand their product, good or service so that a customer persona can be developed by the service provider. • Sales training workshop: One day whole cohort sales training workshop on 4th November 2026 and one day sales practice workshop on 5th November 2026. The customer personas for each project will be used in the sales practice workshop in a series of role-play meetings with each project team in front of the whole CyberASAP cohort. 2.3 Feedback & Evaluation Provide feedback directly to individual projects on their performance in the sales practice workshop including suggestions for improvements. Provide consolidated feedback to Innovate UK Business Connect containing all individual project reports and a summary of outcomes from the training. This should also include recommendations on how the process could be enhanced in future years and direct feedback from the teams. Activity Timings & Output The delivery is set to commence on 10th September 2026 and final report to be completed by 15th December 2026, more details below. We expect the winning service provider to deliver the work described to the timeframes outlined below. The University wishes to commission an independent assessment of the impact of research undertaken at York St John University which has subsequently been cited within domestic and international policy frameworks. The purpose of the assessment is to evaluate the influence of this research and provide an evidence-based review of the resulting social, health, educational and economic impacts arising from policy adoption and implementation. This pre-market engagement exercise is intended to inform the development of a future procurement and ensure that any Invitation to Tender (ITT) reflects current best practice, innovation and market capability. The project requires consultancy support to develop and deliver a regeneration strategy and investment plan for the Pride in Place Programme. GBC is the Accountable Body for the PiPP and is providing support to the newly established Rowner Neighbourhood Board. Pathways to Planning is a graduate recruitment and development programme within the Local Government Association (LGA) Leadership Team. The programme supports councils by attracting, developing, and retaining talented graduates in planning and surveying professions, helping local government build the skills and capacity needed to meet future workforce demands. Since launching in 2023, Pathways to Planning has placed over 200 planning graduates across more than 100 councils. Participants undertake a fully funded, accredited master's degree while gaining practical experience in local government roles. In October 2025, the programme expanded to include a Surveying Strand, which places graduates into surveying and construction-related roles within local authorities, including Building Surveying, Quantity Surveying, Building Control, Construction Project Management, and Real Estate and Property Management. Graduates complete accredited postgraduate qualifications, typically recognised by professional bodies such as RICS, CABE, or CIOB. The strand is expected to support around 50 learners initially, with capacity to grow in future cohorts. The programme has been developed in response to increasing workforce pressures within local government and the Government's ambition to deliver 1.5 million homes, recognising the need for greater surveying and development expertise within councils. To support new entrants, the LGA is seeking a supplier to design and deliver an introductory e-learning programme for Surveying Strand graduates. Similar to the existing Planning Strand offer, the course will provide a foundation before graduates begin their placements and master's studies. As many participants have degrees in unrelated subjects and little prior knowledge of surveying, the learning must be accessible, engaging, and easy to understand. The e-learning should introduce graduates to the surveying profession, key terminology, professional roles, expectations of postgraduate study, and how to maximise development opportunities throughout the programme. The course is intended to provide a broad introduction rather than detailed technical training, which graduates will receive through their university studies and workplace experience. It will form part of the LGA's wider learning and development offer, helping to develop a skilled, knowledgeable, and sustainable surveying workforce within local government.
