The Council has recently opened its new multi-purpose community services hub called Y Storfa, developed at the former BHS unit on Oxford Street in Swansea City Centre. Y Storfa provides community cohesion, opportunities for self-development and growth, digital inclusion, wellbeing, unity and strength across Swansea's diverse communities. Y Storfa is accessible to all and provides a range of services in a welcoming environment where you can meet others and participate in social activities, learning and support groups. It provides agile accommodation for third sector organisations, public sector bodies and private sector companies that endorse the ethos of a community hub. The Council is now looking for a company to provide and install several digital screens in the new building and are looking for potential solutions to the items listed below. Given the nature of the building the products will need to be reasonably robust. All screens as part of this RFQ will utilise Fugo CMS. (https://www.fugo.ai/) This is the current CMS used by Swansea Council for digital assets across the city. All screens need to include the necessary hardware & associated connections to the cloud to be able to utilise Fugo CMS. (i.e not via a web browser, will require a specific media player or integrated screen operating system to install and run the Fugo Player app (https://www.fugo.ai/download/ ) The Council will provide access to its Fugo Player Licence.

Feasibility assessment of bioclimate vulnerability approaches for priority marine migratory species in the Caribbean and Pacific UK Overseas Territories

Project Aims To assess the feasibility of applying bioclimate vulnerability assessment approaches to priority marine migratory species within the Caribbean UK Overseas Territories and the Pitcairn Islands. Building on previous work undertaken for JNCC, the study will evaluate the suitability of the proposed bioclimate vulnerability approach, consider relevant alternative approaches where appropriate, and determine whether sufficient evidence, data and expertise exist to support future implementation. 4. Project Background Climate change is increasingly affecting marine migratory species through changes in sea temperature, ocean productivity, habitat availability, ocean circulation patterns, species interactions and the frequency and intensity of extreme weather events (IPCC, 2022; Martay et al., 2023). These pressures may alter species distributions, abundance, migration routes and ecological relationships, with potentially significant consequences for biodiversity, ecosystem services and economies across the Caribbean Overseas Territories (OTs) and the Pitcairn Islands (IPCC, 2022; Martay et al., 2023). Evidence from marine vertebrates indicates that climate-driven changes in ocean conditions can alter migration timing, migratory routes, species distributions and access to suitable feeding and breeding habitats through changes in environmental conditions and prey availability (Kuletz et al., 2024). However, considerable uncertainty remains regarding how priority marine migratory species are likely to respond to future climate conditions and what these changes may mean for conservation and management (Martay et al., 2023). Previous JNCC work has reviewed available evidence on climate impacts affecting marine migratory species and identified a suite of priority species for further investigation. This work also highlighted the potential application of bioclimate vulnerability assessment approaches, which seek to combine information on species ecology, environmental change and climate pressures to better understand species vulnerability under future climate scenarios. However, uncertainty remains regarding the suitability of these approaches for the priority species and Territories, the data required to support their application, and whether resulting outputs would be sufficiently robust to inform management and decision-making. Previous work undertaken for St Helena, by Strathclyde University, explored ecosystem-based bioclimate vulnerability assessment approaches to project biomass declines in the marine protected area food web due to climate change (Olher et al., 2026). This study should consider the extent to which this and similar approaches may be applicable to priority species within the Caribbean Overseas Territories and Pitcairn. While bioclimate vulnerability assessments represent a promising approach, a range of alternative methods of assessing ecological/biological impacts of climate change may also be relevant. These vary in their assumptions, data requirements, technical complexity, resource needs and intended applications. It is therefore important to understand whether the proposed bioclimate vulnerability approach represents the most appropriate option for the priority species and Territories, and whether sufficient evidence exists to support its implementation. However, the primary purpose of this study is to assess the feasibility of applying a suitable bioclimate vulnerability approach to priority marine migratory species, and new geographies, rather than to undertake a comprehensive review of assessment methodologies. Consideration of alternative approaches should therefore be targeted and proportionate, focusing on whether an alternative method would offer a materially stronger basis for future implementation. The next phase of work is therefore to undertake a feasibility assessment that builds on previous work while critically evaluating the suitability of the proposed approach in comparison with other relevant assessment methods. This will include reviewing methodological requirements, assessing the availability and suitability of biological, ecological, environmental and climate datasets, identifying key evidence gaps and technical constraints, and determining the level of confidence that could be achieved through future assessments. The study will provide an evidence-based assessment of the most appropriate approach or approaches for application to priority marine migratory species, what analyses could be undertaken using currently available information, and what additional data, expertise or investment would be required to support future implementation. The findings will inform future implementation decisions and provide a roadmap for any subsequent climate vulnerability or bioclimate vulnerability assessment programme, supporting climate adaptation, marine conservation and environmental decision-making across the Caribbean Overseas Territories and the Pitcairn Islands. 5. Project Objectives To meet the overall aims of this project (Section 2), the objectives are: Objective 1 Review the proposed bioclimate vulnerability assessment approach and assess its suitability for application to priority marine migratory species within the Caribbean Overseas Territories and the Pitcairn Islands. Objective 2 Compare the proposed approach against a limited number of relevant alternative assessment approaches and identify the most appropriate option(s) for future implementation. Objective 3 Assess the feasibility of implementing the recommended approach for a priority list of marine migratory species supplied by JNCC. Objective 4 Identify key evidence gaps, data limitations, uncertainties and resource requirements associated with future implementation. Objective 5 Develop recommendations and an implementation roadmap for any future climate vulnerability or bioclimate vulnerability assessment programme.

TOTNES TOWN COUNCIL GROUNDS MAINTENANCE SPECIFICATION 2027/28 The contract is for Grounds Maintenance at Totnes Cemetery and Castle Meadow. Maintenance shall include the removal from the site of all cuttings which are to be disposed of legally. Hedge and shrub cutting must comply with seasonal restrictions relating to bird nesting. Grass cutting will include maintaining the grass and any other growth around headstones /monuments/ benches / boundaries to the same height as the surrounding grass. Grass to be cut up to boundary fences or walls. The Contractor will comply with all relevant Health and Safety legislation in respect of both the Contractor's employees and the general public. Suitable and sufficient risk assessments on all work processes must be provided. Machinery and equipment used must be subject to the necessary servicing and safety inspections. The Contractor will give consideration to the area of work and noise levels when funerals are in progress and not start before 0800 hours given the proximity of residential properties. The Contractor must hold adequate and current Public Liability Insurance. The Contractor must comply with the Council's policy banning any use of Glyphosate on Town Council owned land. Totnes Cemetery The Cemetery is shown on the enclosed map A and consists of approximately 7.01 acres. Grass cutting - 17 cuts per annum, as close to the ground as practicably possible, on the following frequency - - - - - 1 cut in January or February (prior to wild flower blooming) 1 cut in March (before Easter or Mothering Sunday if Easter is in April) 2 cuts per month April to September 1 cut per month October and November 1 cut in December by the 15th of the month Grass cutting to take place only on the perimeter of wild areas on the circle (plus paths through the middle) and on the island containing the Chapel to one mower width. Raised graves - growth on raised graves to be kept below 30cm as part of the monthly grass cutting schedule. Garden of Rest - area to be cut/strimmed and grass blown off the memorial stones/tablets. Hedge cutting - 1 cut per annum. To be cut on internal sides and tops only. Shrubs and bushes (see plan provided) - to be trimmed/cut back tight once a year between September November to form rounded shapes and to remove the year's growth. Roadside dry stone wall bank - to be kept trimmed and tidy on top and both sides. Any shrubs or brambles on the bank or overhanging the wall to be kept trimmed and cleared so as not to cause an obstruction to the public footpath. Pathways - to be kept clear of any up growing and overhanging vegetation. Weeds to be strimmed. All debris to be blown off paths. Itemised quote requested for annual maintenance of the Wild Areas on the circle and the Chapel - to be cut back annually in late summer, cuttings left for up to two weeks for seed to drop and then cleared. Winter leaves and debris from trees to be cleared before Easter and before Christmas. Castle Meadow Castle Meadow is shown on the enclosed map B and the hedge runs along Collins Road and Lower Collins Road as highlighted in pink. Hedge cutting - 1 cut per annum. To be cut on both sides and on top. In the area enclosed by allotments only outside to be cut. Grass Cutting - 2 cuts per annum of Castle Meadow to be carried out in June and October, with the exception of the trial meadow area, to be marked by stakes and roped off prior to these cuts. Term of contract The initial contract will be for two years from 1st April 2027 to 31st March 2029. If both parties are satisfied with the conduct of the contract during the first two years', the contract will continue into subsequent years with a review after five years. The Contractor is expected to provide and pay for their own tools, machinery, equipment, materials, transport and support staff. Either party shall have the right at any time to terminate this contract by giving not less than 3 months' notice in writing to the other party. Contract monitoring The contractor will be required to co-operate in meeting with the Town Council's appointed officer to review progress with the contract, and to promptly address any failure in service identified at those meetings. Contract monitoring meetings will be held as required either on site at Totnes Cemetery or in the Town Council offices. Pricing and payment The agreed cost of the contract, together with VAT (if applicable), will be paid in equal monthly payments in arrears by the 30th day of the month immediately following the month in which the Services have been performed.

Project Background: Research commissioned by the Greater London Authority on Understanding the Manosphere (2025) found that many boys and young men are navigating increasing uncertainty around identity, masculinity, purpose and belonging. Evidence suggests that social isolation, loneliness, limited access to trusted adults, and exposure to harmful online content can increase vulnerability to misogynistic and harmful online narratives. At the same time, research highlights that boys and young men are seeking guidance on issues such as relationships, identity, wellbeing and masculinity, often in online spaces that can expose them to harmful or misleading content. Emerging evidence indicates that strengthening critical thinking, digital literacy and opportunities for open discussion and reflection can help young people to better understand, question and challenge harmful content and online influences. Research also demonstrates the importance of trusted relationships, positive male role models, supportive peer networks and meaningful offline spaces as protective factors that support healthy identity development, resilience, wellbeing and positive relationships. These opportunities can help boys and young men explore identity, belonging, relationships and different experiences and expressions of masculinity in safe and supportive environments. This evidence sits within a broader context of concern about the impact of online misogyny and harmful online narratives on both boys and young men and on the safety and wellbeing of girls and young women. Research highlights increasing exposure to misogynistic content online, the role of algorithms in amplifying harmful narratives, and the importance of early intervention approaches that build critical thinking, digital literacy, emotional wellbeing and healthy relationship skills. Evidence also highlights the value of creating spaces where boys and young men can explore identity, belonging, relationships and masculinity, reflect on the influences shaping their views, and develop resilience to harmful online content and messaging In response, the Mayor has launched a programme of activity to challenge harmful online narratives and support boys and young men to develop confidence, resilience and a strong sense of identity. In June 2026, the Mayor warned of the risk of a "lost generation of young men" if the growing influence of harmful online content is left unchecked, announcing a package of interventions to strengthen support for boys and young men at home, in schools and across communities. The Mayor's polling found that only 15% of Londoners believe boys and young men have access to enough positive role models, reinforcing the need for investment in trusted adults, mentoring and positive influences. The VRU is leading the development of this programme of interventions. Through mentoring, workforce development, support for fathers and carers, and preventative work in education settings, the programme aims to strengthen critical thinking and digital literacy, increase access to positive male role models and trusted adults, support boys and young men to explore identity, belonging, relationships and masculinity, and reduce vulnerability to exploitation, violence and harmful online influences. Scope of delivery The programme will be structured into three complementary lots as summarised within this notice. The Service is intended to improve resident engagement, reduce avoidable programme attrition, improve customer experience and support successful delivery of retrofit measures. The authority's desired outcomes are improved patient flow, reduced discharge delays, better patient and carer experience, reduced administrative burden, improved operational oversight, higher data quality and a platform capable of scaling across multiple regions and thousands of patients.
