Liverpool City Council commissions an Integrated Advocacy Service to provide a comprehensive portfolio of statutory and non-statutory advocacy provision, including Independent Health Complaints Advocacy (IHCA). The service is required to support the Council in meeting its statutory obligations under the Care Act 2014, Mental Capacity Act 2005, and Mental Health Act 1983, ensuring eligible individuals receive independent advocacy as mandated. In addition to statutory functions, the service will deliver flexible, non-statutory, issue-based advocacy to address unmet need, ensuring that individuals who do not meet formal eligibility criteria can still access proportionate, independent, and person-centred support. The service will enable individuals to express their views, wishes, and preferences, safeguard their rights, and actively participate in decision-making processes that affect their lives. Particular focus will be given to individuals who experience substantial difficulty in understanding, retaining, or communicating information, and who lack an appropriate person to support their involvement. The provider will ensure advocacy interventions are independent, tailored, and outcome-focused, promoting inclusion, equity of access, and improved wellbeing.
The successful Contractor is required to : 1. Liaise with the Project Manager to maintain and improve the Council's highway assets by the application of the most appropriate surface treatments. 2. Assess the asset condition, decide the most appropriate treatment to extend the assets life, develop and agree annual works programmes and preparatory works with the Project Manager. 3. St Ives Town Council is seeking project support from suitably qualified and experienced individual(s) to assist in the delivery of an innovative housing enabling project - the Pioneering Parish project. The vision for the project is to develop a range of tools and interventions to support and accelerate the delivery of affordable and local needs housing and associated community infrastructure for the St Ives Parish. The project aims to apply innovation and flexibility to find local solutions which best meet community aspiration and the homes which St Ives' needs. The project will utilise planning contributions collected for the St Ives Parish, by Cornwall Council, specifically to enable the delivery of affordable housing. The project is a partnership between the Town Council and Cornwall Council to identify, de-risk and assist in the progress and / or delivery of 250 affordable housing plots within the parish of St Ives. It is expected to run for up to 3 years and will include the following key outputs and outcomes: • A deliverable supply of sites and opportunities for a minimum of 250 affordable homes • A RAG assessment of the most deliverable sites with timescales and agreed action plans for each • A schedule of sites and for each, a suitable set of delivery tools with the aim of accelerating delivery. Tools will vary from site to site but, in general could comprise of • A completed development brief capable of being adopted/ recognised by the planning authority • Completed supporting studies or documents with the aim of re-risking a planning application or delivery • Planning permission (planning in principle, outline or detailed) • Site purchase / Land owner / affordable housing provider heads of terms for agreement • Land owner collaboration agreements • Cornwall Council approval for land transfer • Completed economic viability assessments with agreed affordable housing outputs aligned to housing need and adopted policy • A proactive delivery board with a key objective of accelerating delivery of affordable and local needs homes • The completion of a neigbhourhood priorities statement subject to community consultation. Required Resources Dedicated people resources are identified as the key success factor. Expressions of interest are, therefore, sought from suitably experienced and qualified individuals, freelancers or consultancies. The Council is adopting an open approach to resourcing solutions and welcomes proposals which could see the project scope delivered in the following ways: • An individual seeking a short term contract of employment • A fixed term contract with a freelance consultant • An award to an established consultancy with the relevant skills and a commitment to fund the necessary hours. Project Duration In order to progress and de-risk sites and opportunities, the project is proposed to extend over three years. However, these timescales are flexible and can be reduced, should the project outputs and outcomes be achieved over a shorter period, by being resourced differently. It is anticipated that the likely pace of the project will require a part time project lead, equivalent to 2.5 days a week, to be reviewed annually. However, depending upon how the people resources are procured, this may be on an annualised-hours basis of approximately 975 per year. Funding The business plan sets out an indicative allocation of funding for the project resource's hours of up to £100,000, plus a separate budget of up to £150,000 in order to commission / procure necessary advice, technical reports and support planning applications and community engagement. These estimates are indicative and may be varied by negotiation. Should a member of staff be recruited to the Council establishment, the role will be aligned with the Town Council's adopted pay structure.

The London Violence Reduction Unit (VRU) is undertaking a virtual market engagement exercise Wednesday 5th August 2026 @ 10am , via MS Teams, to inform the commissioning of the Online Harms Digital Youth Work Pilot Programme. The London Violence Reduction Unit (VRU) is committed to understanding the factors that place children and young people at risk of violence, exploitation and harm, and to working collaboratively with partners to deliver long-term, sustainable solutions. We work across communities and sectors, including youth services, local government, education, health, policing and the voluntary and community sector, championing a public health approach that combines prevention, early intervention and effective support for those experiencing the greatest levels of risk and vulnerability. At the heart of our approach is the belief that violence is preventable, not inevitable. We recognise, however, that many children and young people are already navigating the impacts of trauma, exploitation, abuse and complex community dynamics. As such, our work seeks not only to prevent harm before it occurs, but also to strengthen the systems, services and trusted adults responsible for safeguarding, supporting and intervening with those most affected. Central to this approach is a commitment to partnership working, evidence-informed practice and ensuring that the voices, experiences and expertise of young people and communities shape the solutions designed to support them. The Mayor's Violence Reduction Unit (VRU) is seeking to engage with the market in advance of a forthcoming procurement opportunity relating to the delivery of its flagship Digital Youth Work Pilot Programme. The programme forms part of the VRU's wider public health approach to violence reduction and sits within a London-wide model developed following extensive consultation with young people, practitioners, safeguarding professionals, academics and sector experts. Digital life brings clear benefits for many children. Ofcom found that 99% of 13–17-year-olds see at least one benefit to being online, including help with schoolwork, learning new skills and maintaining social connections. 93% of children in the UK play video games, and children report that gaming helps them socialise with friends, learn new skills and have fun, with most online interactions taking place with friends they already know offline. At the same time, the VRU is concerned that these same digital environments expose children and young people to a wide range of harms and risks. Digital safety is increasingly a public safety and public health concern. Children and young people are navigating identity, relationships, influence, exploitation and conflict across interconnected online and offline environments. However, systems, services and safeguarding responses have often struggled to keep pace with the rapidly evolving nature of digital spaces. This matters for the VRU because online harms do not sit separately from wider concerns about violence, vulnerability, exploitation and safeguarding. The VRU is seeking delivery partners to pilot innovative Digital Youth Work (DYW) approaches across London that drive new models of engagement with young people and promote safeguarding in digital spaces. The VRU is seeking approaches that: Design, deliver and test new or existing digital youth work models Extend trusted, relationship-based youth work into digital environments Strengthen early intervention, prevention and safeguarding online Generate learning, insight and practical outputs to strengthen future activity The programme aims not only to deliver effective pilot activity, but also to contribute to sector-wide innovation and the development of scalable models of digital youth work across London. Scope of delivery The programme will be structured into three complementary lots: Lot 1: Supporting High-Need and Digitally Dependent Young People Testing approaches that improve accessibility and engagement for young people who face barriers to traditional provision, including SEND. Lot 2: Early Intervention and Prevention of Online Harms Testing models that enable early identification, prevention and response to online risks, with a focus on safeguarding and preventative practice of deterring online to offline violence. Lot 3: Universal Digital Youth Work and Positive Opportunities Exploring how digital youth work can foster connection, creativity, play, participation and digital citizenship for all young people. Bidders may apply for one, two or all three lots. Applications may be submitted by individual organisations or as partnerships/consortia. VAT over a full contract period from November 2026 – March 2029, subject to confirmation of funding, internal governance and relevant approvals. This comprises: £390,000 core funding across the 2026/27 and 2027/28 financial years from November 2026 to March 2028 An extension option of up to £260,000 for a further 12 months from April 2028 The VRU welcomes bids from individual organisations as well as collaborative partnerships and consortia. We recognise that expertise may be distributed across different organisations, and we encourage applications that bring together complementary skills, knowledge and experience. Providers do not need to demonstrate strength across every area independently, provided that the partnership as a whole can evidence the required expertise and capacity to deliver the programme. This may include, for example, combining specialist knowledge in DYW, supporting SEND or neurodiverse children, digital safety, contextual safeguarding, fostering positive digital opportunities, and preventative violence reduction approaches. The Library service operates thirty-three (33) locations around the county of Cambridgeshire, excluding Peterborough region who have different arrangements. The locations provide the traditional library services, but the services are evolving to become more of a local community centre providing places to study, or hold events, or talks. Many of the locations act as a ‘warm and cool spaces’, and are used by other County services to meet and discuss issues with residents about such services. This contract is to instruct suitable and sufficient bidder(s) who are able to engage with the Library team, and other stakeholders to understand the needs and intended outcome of the redevelopment of each of the library sites, and create designs which the successful bidder(s) can deliver. This contract will include the design and fit out of East Barnwell, Darwin Green, and Whittlesey. The key part of this contract is the engagement with the Library team to create final design options and approaches covering furniture, way points and signage etc…for each library site The Authority proposes to award up to three separate contracts, and enter into three (3) separate contracts (one for each library site).
