Nottingham City Council is seeking to appoint a suitably qualified and experienced contractor for a scheme covering the following elements: • RIBA Stage 4 design of a new rail gantry and associated pipework. • Construction of a new rail gantry and associated pipework. • Commissioning of new pipework and associated electrical connections. • Demolition and removal of the existing rail gantry. Nottingham City Council operates a district heating system from its London Road Heat Station. The system serves c5,000 households and commercial customers with heat and hot water, alongside a private wire with c200 domestic and business users. The main energy supply to the heat station is from a high-pressure steam feed from the nearby Eastcroft Incinerator. The steam is fed through a pipe which crosses the railway by a gantry to the east of Nottingham Station and west of London Road. The Authority has been asked to move the existing gantry to align closer to London Road to allow a proposed development to take place on the site shown to the north of the railway. A RIBA Stage Three design has been undertaken and planning permission for the scheme is being sought. The contractor, or a member of their consortium for group bids, will need to be a Network Rail approved contractor and have experience in the construction and commissioning of high-pressure steam and other ancillary pipes and electrical connections. The commissioning of the new pipes is targeted to take place during the summer shutdown in July 2027.

The Countess of Chester Hospital NHS Foundation Trust is seeking to appoint a single supplier for the provision, rental, installation, maintenance and servicing of mains-fed water coolers across its estate. Tamar Crossings and Cornwall Council, on behalf of the parent authorities of Cornwall Council and Plymouth City Council, invites tender submissions from suitable suppliers to provide a replacement contract for toll collection services at Tamar Bridge, as the current contract is reaching the end of its full term. Tolls collected at the Tamar Bridge represent the major source of income for the Tamar Bridge and a physical presence is still required in each of the five mixed mode toll lanes and to support our two automated lanes. Tolls are collected in one direction only following crossing, from a plaza located on the eastern (Plymouth) side of the river. A secondary element of office and rest facility cleaning has allowed contractors to productively engage reserve support staff in this activity. The routine presence of contractor’s supervisors and the pool of capable staff ensures cleaning is completed to appropriate levels of quality and there is robust continuity for both toll collection and cleaning provided by the appointed contractor. This high-profile 24/7/365 service has been contracted out since 1986, with the current contract expiring on 31 March 2027 a new arrangement is required with an initial contract term of three years, with optional extensions of up to five years in total, in any combination, giving a maximum possible duration of eight years. The structure and flexibility of the extension options are necessary due to ongoing investigations into the potential implementation of an Open Road Tolling (ORT) system. Introduction of ORT would directly affect future service requirements, and the potential for change requires that the Authority retain discretion over if, and for how long, the extension options are exercised. For the avoidance of doubt, suppliers should be aware that Tamar Bridge have a maximum available budget of £944,671 for the initial year of this opportunity and that no contingency beyond this sum exists. An inflation mechanism exists within the contact, allowing adjustment to apply annually from the first anniversary of the starting date to take account of cost inflation with the percentage change to the National Living Wage applied to 50% of the contract price and the percentage change over 12 months to the Consumer Price Index (CPI) applied to 50% of the contract price. Any such adjustment will be facilitated by discussion and agreement with the contract manager. Please refer to the Invitation to Tender and Contract document for further information. It should be noted that the estimated total value of the requirement over the maximum available term of eight (8) years as advertised in this notice is a value of £8,350,221. This figure is without VAT and includes an allowance of 4% per annum compound indexation of the contract price and should be taken as best estimate only. The Authority anticipates that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this contract. It should also be noted the Authorities reserve the right on giving written notice to the Supplier from time to time to require changes to the Services (including by way of the removal of Services, the addition of new Services, or increasing or decreasing the Services or specifying the order in which the Services are to be performed or the locations where the Services are to be provided) for any reason whatsoever. In the event of a Variation the Contract Price may also be varied. Such variation in the Contract Price shall be calculated by the Supplier and agreed in writing with the Authorities and shall be such amount as properly and fairly reflects the nature and extent of the Variation in all the circumstances.

The Police and Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, is inviting tenders for the provision of Estates Consultancy Services. Warwickshire Police delivers a programme of small to medium-scale estates projects across its operational estate. These include refurbishments, extensions, alterations, fit-outs, infrastructure upgrades and planned maintenance works. Planned projects over the next two financial years include, but are not limited to, HVAC upgrades, building refurbishments (internal and external), lighting improvements, fire alarm systems, electrical switchgear and air handling unit upgrades, and associated grounds works. Drawing on experience and the inherently unpredictable nature of policing, the success of our projects relies on partnering with suppliers who are adaptable and able to respond flexibly to our evolving needs. We are therefore seeking a supplier that has experience of delivering comparable estates consultancy services within a policing environment and/ or to other UK Law Enforcement, Defence, or Criminal Justice customers with strict security and vetting requirements comparable to policing. The appointed consultant will provide client-side advisory and delivery support, working under the direction of the Estates Manager, who will retain overall project management responsibility. Services will include, but are not limited to: • Preparation of business cases, briefs and specifications • Management of multi-disciplinary design teams (RIBA stages 1–7) • Procurement support for works contracts • Programme, risk and cost management • Contract administration (e.g. JCT/NEC) • Stakeholder engagement and reporting • Technical advisory (including planning, CDM, and regulatory compliance) • Site attendance, quality assurance and project close-out The requirement will be tendered as a single contract. The Authority considered whether the requirement could appropriately be divided into lots. Following assessment, it was concluded that a single contract is operationally and technically preferable due to the need for a consistent and integrated approach, ensuring alignment in advice, delivery standards and reporting. In addition, evidence from the previous procurement undertaken by ourselves demonstrates that the market can deliver the full scope as a single contract. The proposed contract term is two (2) years with the option to extend for up to a further two (2) periods of twelve (12) months each, subject to satisfactory performance and project requirements. The contract value is expected to be in the region of 10–15% of capital works value, actual % value may vary depending on the nature and size of the capital project. Based on the current capital expenditure pipeline and a project value of 10-15% the estimated total contract value is between £1,755,129 and £2,632,694 (excluding VAT) over the full potential 4-year term (these figures have been updated from the original UK4 Tender Notice as we were advised by Estates of revised works expenditure for the next 3 years). The total contract value is therefore an estimate and indicative only, value may increase or decrease depending on number and scope of projects, capital budget availability, estate and asset changes plus any future policing reform requirements. The estates consultancy market is well-established and stable, with no indication of material changes since the previous procurement. The requirements are clearly defined and based on recent specifications, refined through operational experience. As such, there is no material uncertainty that would necessitate further market engagement to shape the procurement approach. On this basis, undertaking PME is not considered proportionate and would be unlikely to deliver additional value. The Authority is satisfied that proceeding directly to tender will support effective competition and compliance with the Procurement Act 2023. Procurement and Legal Information: The following summarises key procedural and legal aspects of this procurement. Full details are provided in the tender documentation. This procurement falls above the relevant threshold and is therefore subject to the Procurement Act 2023. It is a tender process requiring the submission of proposals, pricing information and mandatory commercial information.
