Pre Market Engagement - St Albans City and District Council (SADC) is exploring the future procurement of a single Managing Agent for Jubilee Square. CPI seeks to establish of a framework agreement for Clinical Requirements Specialists consultancy services to support the NG-Dx and other similar programmes. Since June 2023 Cambridge City Council has been working with consultants and academic partners to develop an Outline Business Case for a City Centre District Heating Network. Detailed Project Development has now completed, proposing a low carbon network using air source and river source heat pumps, and supported by a transition to electric boilers from gas boilers to supplement peak heat demand. This work has been brought forward through a partnership between the City Council, the County Council, and 19 Academic institutions with significant heating demand in the city centre. Connections to many of these partner heat loads now forms the basis of the Minimum Viable Product identified for delivery through a Partner-invested Joint Venture Partnership, and with strategic ambition to expand such a network across the City in the long term, informed by an informal Heat Zoning review which has also been completed. A Cambridge City Centre Heat Network represents a timely and valuable opportunity for Cambridge's academic institutions and public-sector organisations, who all share ambitious decarbonisation goals, and we are now seeking expressions of interest from potential partners who wish to be appointed to the established partnership to provide Design, Build, Operation and maintenance Services, inclusive of metering and billing. The Commercial Innovation Hub (CIH) is a cross-government centre of excellence that is pioneering new approaches to service design and procurement, established to drive procurement of innovation across government and the wider public sector. The CIH was created in the context of the Procurement Act 2023 coming into force and is framed as a joint DSIT–GCA initiative announced as part of the National Procurement Policy Statement. The CIH will tackle a persistent set of barriers that limit procurement-led innovation Traditional procurement approaches are not suited for acquiring novel technologies and not always accessible for SMEs and Start Ups” and there is a perceived risk culture that limits “psychological safety to ‘fail fast’”. The CIH rationale highlights the need to improve awareness and practical use of “commercial innovation opportunities” through briefs, tools and templates, and to help departments pilot innovations and contract with new supply chains. This agreement will provide a marketplace for public sector buyers to access suppliers who specialise in innovation covering a wide range of services. We are currently seeking quotations from interested contractors to undertake a comprehensive tree survey from scratch. This will involve surveying and plotting all trees under Council ownership, including those on adopted highways, as well as a walkover survey of our woodlands. We estimate this to include approximately 22,000 individual tree items.

Additionally, there are individual “legacy” properties such as churches, cemeteries, etc. The FCDO’s role in the management of its global Estate is similar to an investor/developer/landlord in that: • it owns, leases, occupies and manages the Estate • it sells surplus and non–performing assets to maximise the returns from the Estate FCDO requires Service Providers to act on its behalf in the provision of Real Estate Surveying Services to support the management of the Global Estate. Natural England's Natural Capital Team is seeking to commission an evidence review that examines the confidence with which nature-based interventions deliver specific ecosystem services and benefits from nature, and reduce nature related risks. The nature-based interventions used will build on the evidence on priority actions for nature recovery from the State of Natural Capital Report for England 2024: Risks to nature and why it matters. The review's objectives are to: - Assess confidence in the ecosystem service/benefit outcomes for the framework of nature-based interventions. - Support a clearer, evidence-led relationship between interventions and ecosystem function, services, and benefits. - Offer decision-useful evidence on nature-based interventions acting as nature-based solutions (NbS), which can be used by a large suite of sectors including, but not limited to: environmental practitioners, business, planning, and green finance.
Attain Academy Partnership (hereinafter referred to as 'the Trust) comprises seven primary schools located across Essex, serving approximately 1,600 pupils across its sites. The Trust is undertaking a procurement exercise on behalf of the following academies to appoint a suitably qualified and experienced cleaning contractor: • Cressing Primary School • Newlands Spring Primary & Nursery School • Rayne Primary & Nursery School The current cleaning contract has reached its full term and the purpose of this procurement is to establish a new cleaning services contract for an initial period of three (3) years, commencing on 1 November 2026 and concluding on 31 October 2029, with the option to extend for a further one (1) year plus one (1) additional year at the sole discretion of the Trust. The current annual contract value is approximately £162,473 (inclusive of VAT), based on existing expenditure. Tenderers should note that this figure is indicative only and may be subject to variation to reflect recent changes in local circumstances and service requirements The successful contractor will be required to: • Provide cleaning services across all designated school buildings within the three academies. • Invoice on a monthly basis, with charges equivalent to one-twelfth of the agreed annual contract value. • Guarantee the agreed staffing levels, input hours, and quality standards throughout the contract period. • Operate effective arrangements to provide cover for both planned and unplanned staff absences, ensuring continuity of service at all times. • Demonstrate a proactive approach to contract management, regularly monitoring service performance and implementing corrective actions where necessary. • Ensure that all cleaning specifications, schedules, and frequencies detailed within the Invitation to Tender documentation are consistently achieved and maintained throughout the duration of the contract. The scope of the contract includes all routine and periodic cleaning services required within the school buildings. The Trust expects the appointed contractor to work collaboratively with each academy, maintaining high standards of cleanliness, hygiene, and presentation in support of a safe and effective learning environment. Portsmouth City Council ('the council') on behalf of the Southern Coastal Group (SCG) and SCOPAC (Standing Conference on Problem Associated with the Coast), is inviting expressions of interest from suitably qualified contractors for inclusion onto a multi-contractor Coastal & Flood Works Framework Agreement. This framework will replace the existing SCG Minor Works Framework that is due to expire on 30th November 2026. The Council s aiming to commence the framework from March 2027 which will run for a period of four years, with an option to extend for a further 2 years in increments to be agreed. The framework will comprise of 3 lots: • Lot 1a - Minor Coastal Civil Engineering Works. • Lot 1b - General Coastal Civil Engineering Works. • Lot 2 - Specialist beach management. Contractors may apply for any or all of the 3 lots. Each framework lot will be made up of a primary tier of up to 4 contractors and a secondary tier of up to 2 contractors. The secondary tier will primarily be used on a contingency resource basis. Stage 1 Application is via submission of a completed Procurement Selection Questionnaire (PSQ) by 14th August 2026 @ 12:00. The council anticipates shortlisting 8 contractors for each Lot from assessment of the returned PSQ submissions, who will then be invited to tender. The value of the framework across both lots is estimated to be in the region of £25M - £75m over six years. From previous spend, and future demand from SCG Members and with consideration of proposed EA General Works grant aid funding rule changes expected in April this year, we are estimating annual Framework usage and values to be the following, however there is no guarantee of this volume of work and actual volumes and spend may be higher or lower: Lot 1a - Estimated 10-20 call offs p/a, totalling £500k - £1m p/a Lot 1b - Estimated 5-10 call offs p/a, totalling £2m-£5m p/a Lot 2 - Estimated 5-10 call offs p/a, totalling £500k-£1m p/a The average value of works called off via the framework for each Lot by SCG and SCOPAC is likely to range from: • Lot 1a: £10k - £100k • Lot 1b: £250k - £5m • Lot 2: £50k - £1m However, there may also be commissions below £100k and on occasion in excess of £5m. Although it is unlikely that very high or very low value work will be procured via the agreement no upper or lower value constraints shall apply. CONTRACT TERMS The framework will be let using NEC4 Framework Contract with following call-off options as appropriate: • NEC4 ECC and ECSC • NEC4 TSC and TSSC • Standard Authority PO T&Cs for low value, low complex works. SCOPE Refer to individual Lot information section of notice for details. ESTABLISHMENT PROJECTS For lot 1a and lot 1b the framework will be establish based upon a scenario project(s). The Council may establish lot 2 upon either a scenario project(s) also OR a live project. This is to be confirmed at tender stage. LOCAL GOVERNMENT REVIEW As part of the wider Local Government Review (LGR), the Council is required to actively engage in discussions with neighbouring authorities to explore potential opportunities for collaboration, shared service delivery, and governance alignment. While this engagement is ongoing, no formal decisions or agreements have been reached at this stage. Under current LGR proposals, it is likely to require Portsmouth City Council to form a new Authority by merging with other neighbouring Authorities. For Portsmouth, this will result in a new Council being created to provide the same services to everyone in the city, whilst covering a larger area and have a different name. Effectively all the current council services in the area of the new council boundary would be merged to create a new Council. The government has announced its decision on Local Government Reorganisation on Wednesday 25th March 2026 that Portsmouth City Council will become part of a larger unitary authority that will cover the areas of Gosport, Fareham and Havant, and include Newlands, Horndean, Clanfield and Rowlands Castle. The new unitary authority vesting date will be on 1st April 2028. In the event of reorganisation, contracts will include clauses that allow for the assignment of the contract to successor authorities. Any assignment clause is likely to state any contract may be assigned to any new authority that succeeds the original contracting authority. The Office of the Police, Fire and Crime Commissioner for Northamptonshire is seeking to commission a specialist provider to deliver the DRIVE Project. The Drive Project is a response to domestic abuse that aims to reduce the number of child and adult victims of domestic abuse by disrupting and changing perpetrator behaviour. It implements a whole-system approach through an intensive individual case management intervention alongside a co-ordinated multi-agency response to drive perpetrators to change their behaviour. The Drive Project focuses on increasing victim safety alongside the crucial protective work of victims’ services. The service has been developed to knit together existing services, complementing and enhancing existing interventions. PME was not undertaken as part of this procurement as The Drive Project is a national project with a pre-determined specification.
Hartlepool Borough Council is seeking to commission a single, integrated supported housing service for individuals who are homeless or at risk of homelessness with medium to high level needs. The service will combine accommodation-based provision and dispersed supported housing to deliver a coordinated pathway of support across the Borough. The service aims to provide access to safe, suitable accommodation, alongside person-centred, trauma-informed support to help individuals stabilise their circumstances, develop independent living skills, and progress into and sustain long-term housing. Delivery will include a strong focus on prevention, early intervention, partnership working, and positive move-on outcomes. The appointed provider will be responsible for sourcing and managing all accommodation, delivering a flexible, outcome-focused model, and working collaboratively with statutory and voluntary partners to improve health, wellbeing, and independence for service users. The service will contribute directly to the Council's strategic priorities of reducing homelessness, improving access to housing, and enabling residents to live healthier, safer, and more independent lives in Hartlepool.
