The British Council Bangladesh invites qualified and experienced suppliers to submit quotations for the provision of Communications and Audio/Visual Production Services for the "E-ffective Governance: Accelerating E-Government and Digital Public Services in Bangladesh" .
The Local Government Association (LGA) delivers a range of leadership development programmes to help councillors strengthen their leadership skills, share experiences, and respond effectively to the challenges facing local government. Part of our suite of development opportunities for local political leaders is “Leadership Essentials”. Leadership Essentials is a series of events designed as themed learning opportunities that concentrate on a specific portfolio area such as Planning or Children’s Services, or a specific theme such as communications. These programmes run with a maximum of 24 delegates. They include a mix of class-room learning, small-group work and action learning/coaching. The LGA is seeking a supplier to update and deliver an in-person Leadership Essentials programme on Local Government Reorganisation (LGR), which will run twice, in November 2026 and January 2027. The programme is aimed at councillors in authorities undergoing reorganisation, including Shadow Councillors, Joint Committee members, Leaders, Deputy Leaders, and relevant Portfolio Holders and Committee Chairs. LGR represents the most significant structural change to local government in decades, with councils in two-tier areas and some neighbouring unitary authorities moving towards new unitary council arrangements. Affected local councils have now completed their proposals, with the aim that they best meet local needs, are informed by local views, support the Government’s devolution plans and enable stronger community engagement and empowerment. The programme will therefore help councillors understand the evolving LGR landscape and develop the leadership skills needed to navigate complex change programmes and support successful implementation. Building on the success of the 2025/26 programme, which achieved 100% positive participant feedback, the successful supplier will refresh the existing content to reflect recent developments and decisions on new unitary authority geographies. The programme should equip councillors with the confidence, capability, knowledge, and awareness required to lead the LGR agenda locally, while supporting effective governance, stakeholder engagement, and organisational change. Delivery may also be supported by an LGA Member peer working alongside the provider.
We would like you to work with the LGA, councils and partners to set out a whole-system vision for neighbourhood health from a local government and community perspective. This should strengthen and complement the Government’s recently published ‘Neighbourhood health framework’ and set out clearly where local government’s role and ambitions can build on that. This will inform national policy and support councils and partners to lead and shape local practice. The Government published its national 'Neighbourhood Health Framework' (NHF) in March 2026. The Framework sets out an ambition to “…. end people being passed from pillar to post in a fragmented and, at times, chaotic system, and make local health services meaningfully accountable to local residents and service users...”. The Framework set outs that this will be done through the development and delivery of locally-owned neighbourhood health plans, multidisciplinary neighbourhood teams and neighbourhood health centres. Regular references are made throughout the framework to the need to integrate a wide range of local services that support health and wellbeing. However, the practical proposals focus primarily on the National Health Service (NHS) elements of delivery; the vital care, prevention, wellbeing and support services that are provided and commissioned by councils, and which wrap around and underpin clinical services, are less clearly articulated at this stage. The LGA therefore wants to collaborate with councils and local partners to flesh-out and complement the government’s framework with a vision from a local government perspective, which supports shared progress towards the integrated approach that government, delivery partners and communities both want and deserve. The final product should set out local government’s priorities and ambitions and provide a clear and credible voice on what neighbourhood working at its best looks and feels like from a council and resident perspective.

Competitive risk, retention, and ecosystem analysis expertise: Organisations able to assess where overseas ecosystems may present competitive risks to the UK space sector, including risks linked to business relocation, talent attraction, acquisition, intellectual property movement, investment pull, supply chain dependency, or capability leakage.
Street Lighting Maintenance Contract Tender Specification 1. Introduction Aylsham Town Council invites tenders from suitably qualified and experienced contractors for the inspection, maintenance, repair and emergency response of the Council's street lighting stock. The contract will commence on 1st October 2026 for a period of five (5) years, with the option to extend for an additional period of 12 months at the Council's discretion. The Council currently owns and maintains approximately 434 street lighting assets, comprising predominantly decorative and residential street lighting columns. 2. Contract Objectives The successful Contractor shall: • Assist the Council to maintain the Council's lighting stock in a safe condition. • Ensure compliance with all statutory requirements. • Minimise outages and response times. • Provide value for money. • Maintain accurate asset records. • Identify defects from inspections before they become safety hazards. • Provide professional advice on replacement and lifecycle planning. 3. Scope of Services The contract shall include, but not be limited to: • Annual visual inspection and clean of every lighting asset and subsequent report of defects. • Electrical inspection and testing (EICR) of approximately 20% of the lighting stock each year, ensuring that every lighting asset receives one Electrical Installation Condition Report during the five-year contract. • Callout service to reports of faulty or damaged lights 4. Annual Visual Inspection and Clean Each year the Contractor shall undertake a visual inspection and clean of all 434 street lighting assets. The Council should be notified of when this inspection is taking place. The inspection shall include, but not limited to: • Structural condition • Column stability • Corrosion • Lantern condition • Brackets • Doors • Locks • Photocell operation • Lamp operation • Electrical safety (visual) • Underground cable entry (where visible) • Signs of overheating • Evidence of unauthorised alterations • Identification numbering • Cleaning of lanterns/bowls and photocells Following inspection the Contractor shall provide a report identifying: • Urgent defects • Dangerous defects • Routine repairs • Recommended replacements • Estimated remaining asset life • Vegetation or any other objects obscuring the light 5. Electrical Installation Condition Reports (EICR) The Contractor shall undertake Electrical Installation Condition Reports in accordance with prevailing legislation, British safety standards and professional guidance: Approximately 87 lighting assets (20%) shall receive a full EICR each year. By the end of Year Five: • 100% of the lighting stock shall have received an EICR. Electronic copies of all certificates shall be supplied to the Council. 6. Callout Service The Contractor shall respond to notification of light failure and damage. This includes, but is not limited to: • Lamp failures • Lantern failures • Photocell failures • Door damage • Vandalism • Vehicle strike damage • Electrical faults • Cable faults • Structural defects • Emergency make-safe works 7. Response Times The Contractor shall provide a 24-hour emergency call-out service. Response times: Priority Attendance Dangerous electrical fault / Exposed live parts Within 2 hours Column struck by vehicle Within 2 hours Lantern hanging Within 4 hours Routine outage / damage Within 5 working days Where permanent repair cannot be completed immediately the Contractor shall make the asset safe. 8. Planned Repairs Following inspections and call outs the Contractor shall provide quotations for repairs. No repair works shall be undertaken without prior Council instruction unless required to remove immediate danger. The council will review all quotations received in accordance with its Standing Orders and Financial Regulations to ensure it meets with its obligation to obtain best value for the taxpayer. There is no guarantee that that the Contractor will receive additional repair works outside of this contract. 9. Asset Register The Contractor shall maintain an electronic asset register containing: • Asset number • Location • Column type • Height • Lantern type • Lamp type • Wattage • Installation date (where known) • Inspection dates • Test results • Repairs completed • Outstanding defects The register shall be updated following every inspection and callout and made available to the council annually on the anniversary of the contract, or on request. 10. Contractor Requirements Tenderers shall demonstrate: • Minimum five years' experience maintaining public lighting. • NICEIC or equivalent electrical accreditation. • Membership of the Highway Electrical Association (preferred). • Public Liability Insurance of not less than £10 million. • Employers' Liability Insurance of £10 million. • Professional Indemnity Insurance of £2 million. • Evidence of competent and trained operatives. • Machinery and vehicles serviced and in good repair to complete the contract. • There is ample liquidity in the company to service the contract The Contractor accepts that the Council is indemnified against any expense, liability, loss, claim or proceedings arising in respect of personal injury to any person or damage to any property arising out of, or in the course of, the performance of the services or any act, neglect or omission of any employee of the Contractor, howsoever such liability may arise. 11. Health and Safety The Contractor shall: • Provide site-specific risk assessments. • Prepare method statements where required. • Comply with CDM Regulations. • Operate safe traffic management where necessary. • Dispose of waste responsibly. • Provide evidence of training. 12. Environmental Considerations The Contractor shall: • Recycle removed equipment where possible. • Dispose of lamps in accordance with WEEE regulations. • Minimise vehicle movements. • Promote low-carbon working practices. 13. Pricing Schedule Tenderers shall provide separate prices for: • Annual visual inspection and clean of all 434 assets, with subsequent report. • Annual EICR programme (approximately 87 assets). • Annual charge for routine callouts • Hourly labour rates. • Emergency call-out rates (working hours). • Emergency call-out rates (out of hours). • Schedule of rates for common repair items. 14. The Wordsworth Trust invites applications to tender for a feasibility study to identify a future operating model for Rydal Mount, a heritage property located within the Lake District World Heritage Site. Rydal Mount, the Wordsworths' family home from 1813, was acquired by the Wordsworth Trust in March 2026 with the support of The Julia Rausing Trust and the Charlotte Aitken Trust. The purpose of the feasibility study is to identify a preferred option for the future use and sustainable operation of Rydal Mount within the broader activities of the Wordsworth Trust. It will consider how continued public access can be ensured, how the ambitions of the Wordsworth Trust and its partners can be advanced, and how the property can be operated in a financially sustainable way that supports the long-term resilience of the Wordsworth Trust as a whole. The feasibility study will support strategic decision-making by the Wordsworth Trust's trustees and senior leadership team, and it will advance relationships with funders, partners, and other stakeholders. Balancing experimentation with income generation, this is an exciting opportunity to explore a radically different approach to the management and operation of a heritage property in the 21st century. SEND Improvement Adviser associate roles bring essential expertise and experience into the delivery of the programme. The Local Government Association (LGA) is the national membership body for local authorities. It works on behalf of member councils to support, promote, and improve local government. The LGA delivers a programme of children’s services leadership support to councils and corporate and political leaders. The LGA is seeking to appoint up to two experienced Children's Services Governance Advisers to provide specialist support to councils across the nine regions. The advisers will work with elected members, senior officers and system partners to strengthen governance arrangements that support effective children's services and SEND delivery. This will include supporting councils to respond to significant organisational or system change, including implementing Children's Social Care reforms, SEND reform, local government reorganisation, and changing partnership arrangements. To do this the advisers will undertake direct work with corporate and political leaders including scrutiny committees and corporate parenting boards. The role requires individuals with strong professional credibility, excellent political awareness, and significant experience of supporting improvement within children's services governance and/or wider partnership governance systems. The Improvement and Development Agency, which is wholly owned by the Local Government Association, has been awarded a contract to deliver the local authority Public Health Peer Review and External Support. This contract is wholly funded by the Department of Health and Social Care. DHSC ministers expect all councils to participate with 90 peer reviews planned from 1 June 2026 to 31 March 2029. The prospectus outlines the 2026/27 improvement support offer to councils, and opportunities to engage with the Programme. The LGA are seeking to form a pool of peer review managers to draw upon for the delivery of the 20 peer reviews plus pilots taking place in the first year of the contract. This includes engaging with the client Council, members of the Peer team, as well as liaising with the Public Health Improvement team • Manage the process of the peer review with support of the peer review coordinator • Brief the team on the evening before the onsite dates • The Peer Challenge Manager will be present onsite during the entirety of the Peer Review and will carry out the responsibilities associated with their role. • Draw up a written report following the onsite review • Feedback to the Programme Lead
