The Comhairle subsequently published a voluntary ex ante transparency notice in respect of its intention to award this contract to Lochs Motor Transport Limited pursuant to regulation 33(1)(a) of the Regulations and allowed a period of at least 10 days to elapse between the date of publication of that notice and the date on which it entered into the contract. 7. Direct award
    Oxford Law Trove

University of Keele · 28 Sept 2026 · Oxford University Press · Official notice

Rationale: Following the publication of a Transparency Notice on 13 August 2026, and a Contract Award Notice on 14 August 2026, University of Keele is publishing this Contract Details Notice to announce, in accordance with its statutory obligations under Section 53 of the Procurement Act 2023, that it has awarded a contract to Oxford University Press for Oxford Law Trove. 1. Direct Award Justification This contract has been awarded by direct award in accordance with Section 41 of the Procurement Act 2023 (Direct Award in Special Cases). The justification for direct award is set out under Schedule 5, Paragraph 5 (Single supplier - intellectual property or exclusive rights) of the Act. 2. Justification Narrative Oxford Law Trove provides access to specific legal textbooks, journals and digital content essential for teaching, learning and research within the University's Law School. The publisher, Oxford University Press, owns or exclusively controls the copyright, intellectual property rights, publishing rights and licence rights to the specific works contained within this database. No competitor can legally supply that exact content without permission from the Publisher. Competition is therefore absent by law, not by market preference. Failure to renew this subscription would: Disrupt access to materials needed for teaching and curriculum design Impact student learning outcomes Create significant reputational risk for the University's Law School. 3. Reasons for Direct Award The University has determined that: Oxford University Press holds exclusive rights to the content within Oxford Law Trove. No reasonable alternative supplier can lawfully provide equivalent access to the same content. Continuity of access is critical for teaching delivery.

  8. Direct award
    CLA - Copyright Licensing Agency

University of Keele · 28 Sept 2026 · COPYRIGHT LICENSING AGENCY LIMITED(THE) · Official notice

Rationale: Following the publication of a Transparency Notice on 13 August 2026, and a Contract Award Notice on 14 August 2026, University of Keele is publishing this Contract Details Notice to announce, in accordance with its statutory obligations under Section 53 of the Procurement Act 2023, that it has awarded a contract to the Copyright Licensing Agency (CLA) for a CLA Higher Education Licence. 2. Justification Narrative The University requires a Copyright Licensing Agency (CLA) Higher Education Licence to lawfully support the copying, digitisation, storage and distribution of copyrighted extracts from books, journals, magazines and certain digital publications for teaching, learning, administration and research purposes. The CLA Licence is not a discretionary subscription but the legal mechanism enabling the University to comply with copyright law. CLA is the sole collective licensing organisation in the UK authorised by participating publishers and authors to grant these permissions in the higher education sector. No alternative supplier can provide an equivalent licence covering the same copyright repertoire and permissions. The procurement therefore falls within the direct award provisions relating to exclusive copyright and intellectual property rights under Schedule 5, Paragraph 5 of the Act. 3. Reasons for Direct Award The University has determined that: CLA holds exclusive rights to grant the copyright permissions required. No reasonable alternative supplier exists for this requirement. Failure to secure the licence would place the University in breach of copyright law.

Rationale: The contract was awarded following a further competition conducted under the Crown Commercial Service G-Cloud 14 Framework Agreement (RM1557.14), Lot 2 Cloud Software. VEAT Notice - Class 397 Train Services Agreement

Transpennine Trains Limited · 28 Sept 2026 · Alstom Transport UK Limited · Official notice

Rationale: The proposed supplier is the existing maintenance partner of the Class 397 units and therefore uniquely placed from a technical engineering advisory perspective (Technical Grounds). TransPennine Express is awarding this contract to coincide with the end of our existing lease for these units, whilst simultaneously working on a future strategy for the maintenance of this fleet, reviewing competing this services in the future (post 2031).

  21. Award procedure without prior publication of a call for competition
    Northern Medical Centre

NHS West and North London Integrated Care Board · 28 Sept 2026 · The Islington GP Group Limited · Official notice

Rationale: This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The award was made by NHS WNL ICB Primary Care Commissioning and Contracting Group under Regulation 14 (Urgent Award) of the Health Care Services (Provider Selection Regime) Regulations 2023. The existing APMS contract was due to expire and there was no contractual provision available to further extend or modify the contract. An urgent award was therefore required to ensure continuity of primary medical services and to avoid any disruption to patient care while longer-term procurement arrangements are completed. The decision was made on 29 June 2026 by the Primary Care Commissioning and Contracting Group acting on behalf of WNL ICB. The decision-makers considered the contractual position, the imminent expiry of the existing APMS contract, and the need to maintain uninterrupted primary care services for registered patients. Following this assessment, it was determined that Regulation 14 applied because immediate contractual arrangements were necessary to secure service continuity pending completion of a longer-term procurement process. The contract was awarded for an initial period of three months from 1 July 2026 to 30 September 2026, with the option to extend for two further periods of three months if required. The maximum potential contract term is therefore nine months. As the total contract length does not exceed 12 months, no further justification regarding contract duration is required. There were no conflicts of interest identified among the decision-making group. All members present were asked to declare any actual, potential or perceived conflicts of interest in accordance with NCL ICB governance arrangements, and no conflicts of interest were declared. Consequently, no specific mitigating actions were required, and all members were able to participate fully in the discussions and decision-making process.

Safe to Stay Hub- Lot 1 of Homelessness and Rough Sleeping Services

East Suffolk Council · 28 Sept 2026 · Anglia Care Trust · Official notice

Rationale: East Suffolk Council intends to award a contract to Anglia Care Trust for the provision of the Safe to Stay Hub Service (Lot 1) under Section 43(1) of the Procurement Act 2023 (Switching to Direct Award). Linking the UK Notice 4 - tender notice has been unsuccessful but it can be found using:ocds-h6vhtk-0614c9 Notice Reference:2026/S 000-009207 The service comprises the provision of a minimum of 12 bed spaces within a single accommodation setting in Lowestoft, together with all staffing required to deliver a homelessness prevention and rough sleeping support service. The contract is funded through the Homelessness and Rough Sleeping Grant and has an estimated value of £582,662 (including VAT) over the period 2026 to 2029. The Council previously conducted a compliant Open Procedure for homelessness and rough sleeping support services, divided into two lots. While a compliant tender was received and awarded for Lot 2 (Rough Sleeping Initiative Beds), no tenders were received for Lot 1. Consequently, the Council was unable to award the contract through the competitive procedure, and an award under Section 19 of the Procurement Act 2023 is not possible. The Council continues to require the Safe to Stay Hub service to support its statutory homelessness prevention responsibilities and delivery of grant-funded services. Following the unsuccessful competition, the Council intends to directly award the contract to Anglia Care Trust, which is not an excluded supplier and has demonstrated its capability to deliver the requirement through its existing homelessness accommodation services and the availability of suitable accommodation meeting the original specification. The direct award will ensure the timely continuation of a critical homelessness prevention service and supports the procurement objectives set out in Section 12 of the Procurement Act 2023, including the delivery of public benefit and value for money.

    Paid Parking system and Services

Royal Borough of Kingston Upon Thames · 28 Sept 2026 · NATIONAL PARKING PLATFORM LIMITED · Official notice

Rationale: This direct award is made pursuant to Section 41 and Schedule 5, Paragraph 6 of the Procurement Act 2023. The contracting authority has determined that competition is absent for technical reasons (Schedule 5, Paragraph 6(a)) and that no reasonable alternative or substitute exists (Schedule 5, Paragraph 6(b)) These conditions are satisfied because: (a) The National Parking Platform Ltd is the only supplier of a unique multivendor cashless parking solution, which is currently able to supply the critical service of aggregating service providers so as to enable users of a parking operator's facilities to pay for parking with a wide range of parking apps. (b) National Parking Platform Ltd holds exclusive rights to operate and develop the Platform, which was originally commissioned by the Department for Transport. No other supplier has access to this public asset grant. (c) The National Parking Platform as supplied by National Parking Platform Ltd is the only multivendor cashless parking solution available to authorities at this time, capable of delivering the required technical interoperability.
