Newcastle City Council · 21 Sept 2026 · THE OCCUPATIONAL THERAPY SERVICE LIMITED · Official notice
LONDON NORTH EASTERN RAILWAY LIMITED · 21 Sept 2026 · TRINTECH (UK) LIMITED · Official notice
Rationale: Because of the niche nature of the product, and complexity of the setup, including data feeds from circa 14 sources, the total cost to move and the risk involved would pose disproportionate technical difficulties and costs to LNER.
Birmingham City Council · 21 Sept 2026 · KIER TRANSPORTATION LIMITED · Official notice
Rationale: The Authority has determined that the variation agreement constitutes a direct award under the Procurement Act 2023 (the "Act"). The Authority is relying on the following the direct award justifications set out in Schedule 5 of the Act for the purposes of the award of this variation agreement: 1. Continuity and integration of existing services The Services to be provided under the variation agreement are a continuation of the Services currently delivered by Kier under the ISC. The direct award is intended to ensure continuity of service in respect of the operation and maintenance of the Birmingham highway network, which is a critical public service. The Authority has determined that a change of supplier and immediate replacement of Kier as the incumber supplier would give rise to incompatibility, and such incompatibility would result in disproportionate technical difficulties in the operation and maintenance of the Service which would give rise to a material risk to service continuity. 2. Urgency and interim nature of the arrangement The need for the variation agreement to ensure the continuation of the Services currently delivered by Kier has arisen as a result of circumstances outside of the Authority's control, resulting from the Department of Transport's decision to withdraw its support for the continued funding for the Authority's highways PFI project. The Authority considers that the direct award was strictly necessary for reasons of extreme and unavoidable urgency to ensure continuity of a critical public service while it undertakes the steps required to develop and procure a longer-term solution and the continued safety of the public in accordance with the Authority's statutory duties. The Authority has determined that it would not be possible to run a competitive procurement process to procure a supplier which could ensure such continuity of service in the timeframes available. The variation agreement with Kier is therefore intended to operate as a temporary measure pending the completion of a procurement process for a replacement solution to the Authority's highways PFI project. The Authority will shortly provide further information concerning the procurement of the replacement solution and the opportunities this will present to the market.

FIRST GREATER WESTERN LIMITED · 21 Sept 2026 · UNIPART RAIL LIMITED · Official notice
Rationale: The interim arrangement is required to maintain the supply of existing and compatible components while GWR undertakes a competitive procurement for the longer-term requirement. GWR intends to commence that competitive procurement during the lifetime of this contract, with the new competitively awarded arrangement replacing the interim contract once completed. During this interim period, changing the existing supply arrangements may result in different or incompatible products being introduced into established fleet maintenance arrangements. This could require additional engineering assessment, compatibility verification, product substitution approval, testing and changes to existing maintenance and inventory arrangements, creating disproportionate technical difficulties in the operation and maintenance of GWR's rolling stock. The direct award is therefore intended only as an interim arrangement to maintain compatibility and continuity of supply while the competitive procurement is undertaken. The proposed contract is for 12 months, with an option to extend for a further 12 months only where required to allow completion and implementation of the competitive procurement.

Rationale: Tidyco provides specialist hydraulic and pneumatic components and associated repair and overhaul services used across GWR's existing rolling stock fleet and depot equipment. Continuity of the existing supply and repair arrangements is required to maintain compatibility with existing equipment and avoid disproportionate technical difficulties, additional engineering assessment, testing, cost and potential disruption to fleet maintenance. FIRST GREATER WESTERN LIMITED · 21 Sept 2026 · FILTRATION CONTROL LTD. · Official notice
Rationale: Filtration Control Ltd currently supplies filtration components, batteries and associated products used across GWR's existing rolling stock fleet. Continued supply from the existing supplier is required to maintain compatibility with installed equipment and established maintenance requirements. Introducing alternative components or products may result in different or incompatible items and could require additional technical assessment, testing and engineering approval. This could create disproportionate technical difficulties in operation or maintenance, additional cost and delays to fleet maintenance. FIRST GREATER WESTERN LIMITED · 21 Sept 2026 · RAIL INSTALLATION & TECHNICAL SERVICES LTD · Official notice
Rationale: GWR intends to directly award an agreement for rail installation and technical services relating to the repair and maintenance of on-train toilet systems. The supplier has specialist technical knowledge, experience and competency relating to the existing equipment installed across the relevant GWR fleet. The works require an understanding of the existing systems, interfaces and applicable rail safety and engineering requirements. Introducing an alternative supplier would require additional technical assessment, familiarisation and competency assurance and could result in increased cost, delay and risk to fleet availability. The direct award therefore supports continuity of maintenance and the timely return of vehicles to service. A competitive tender exercise for the longer-term requirement will be launched in due course, with this direct award providing an interim contractual arrangement until that process is completed.
EAST SUFFOLK AND NORTH ESSEX NHS FOUNDATION TRUST · 21 Sept 2026 · MBI Health limited · Official notice
Rationale: Sole Supplier of services required. market engagement did not identify other suppliers.
FIRST GREATER WESTERN LIMITED · 21 Sept 2026 · A.B. HOSES & FITTINGS LIMITED · Official notice
Rationale: The requirement relates to specialist hose assemblies used within GWR's existing rolling stock fleet. AB Hoses currently supplies products that meet the relevant technical, compatibility and operational requirements associated with the existing equipment. For the relevant products, changing supplier or introducing an alternative product may require GWR to establish technical compatibility and undertake additional engineering assessment, testing and approval. Where this is required, a change of supplier could result in disproportionate technical difficulties, additional cost and delay, with potential impacts on fleet maintenance and availability. The agreement will be non-exclusive. GWR will therefore retain the ability to source products from alternative suppliers where suitable technically compliant alternatives are available and where doing so represents an appropriate commercial outcome. The agreement does not guarantee AB Hoses exclusivity over GWR's wider hose requirements. The direct award is therefore intended to provide an appropriate contractual mechanism for the continued supply of existing and compatible products from AB Hoses, while preserving GWR's ability to utilise alternative sources where appropriate.

Continuity of the existing arrangements is required to maintain compatibility with existing equipment and established repair and overhaul requirements. Changing supplier may require additional technical assessment, competency assurance, testing and engineering approval, resulting in disproportionate technical difficulty, additional cost and potential delays to fleet maintenance and availability. The direct award provides continuity of these services while GWR prepares and undertakes a full competitive procurement exercise in accordance with the Procurement Act 2023 for the longer-term requirement.
