BEDFORDSHIRE HOSPITALS NHS FOUNDATION TRUST · 24 Sept 2026 · BMI Saxon · Official notice
Rationale: Additional elective capacity is required as a matter of urgency to support Bedfordshire Hospitals NHS Foundation Trust in reducing waiting times and delivering elective recovery objectives by March 2027. The provider has demonstrated the ability to deliver high-quality elective care with robust clinical governance, effective clinical oversight, and positive patient outcomes. The provider has established systems for quality assurance, patient safety, performance monitoring and continuous improvement, providing assurance that services will continue to be delivered to a high standard throughout the proposed contract term. The provider also offers an established and proven service model that can be mobilised quickly, enabling the additional capacity required to be made available within the necessary timescales. The proposed arrangement supports innovation through efficient elective pathways, streamlined processes and service delivery approaches designed to maximise activity, improve patient access and reduce waiting times whilst maintaining quality standards. Based on current performance and the provider's demonstrated capability, the commissioner is satisfied that the provider will be able to satisfy the new contract to a sufficient standard, delivering safe, effective and high-quality care while providing the additional elective capacity required to support waiting list reduction by March 2027.

LEICESTERSHIRE PARTNERSHIP NHS TRUST · 24 Sept 2026 · University Hospitals of Leicester NHS Trust · Official notice
Rationale: This is a Provider Selection Regime (PSR) confirmation of contract award notice, This contract has been awarded under the Health Care Services (PSR) Regulations 2023. For the avoidance of doubt, the provision of the Public Contracts Regulations 2015/PA 2023 do not apply to this award. There is an existing service. There is no realistic alternative to the existing provider due to the nature of the health care services. The integrated nature of our services, systems and processes means this could not reasonably be provided by another supplier. Direct Award B would not apply, as patients do not have a choice of provider. This contract has been awarded under PSR - Direct Award A.

- Direct awardUK5CORSIA Capacity Building Project
Department for Transport · 24 Sept 2026 · Institute for Global Environmental Strategies · Official notice
Rationale: To DfT’s knowledge, targeted carbon market capacity building of this nature, tailored to CORSIA needs, has not been delivered at scale by any organisation. This first-of-a-kind project therefore requires a delivery partner that has knowledge and experience of delivering wider capacity building support related to Article 6.2 of the Paris Agreement, whilst understanding emerging needs relevant to CORSIA. To maximise flexibility and to quickly mobilise appropriate support in a variety of countries, the delivery partner must have existing global networks through which it can access experts capable of providing specific local support, and be able to complement this with its own in-house carbon markets expertise. The delivery partner must also be free from commercial or political links to the governments and projects that may benefit from this support. DfT, working in consultation with the Department for Energy Security and Net Zero, has identified only one organisation that meets these criteria. The requirement directly links to the implementation of Article 6 of the Paris Agreement, in particular Article 6.2, which establishes the framework for cooperative approaches under which host countries can transfer emissions reduction credits. The Article 6 Implementation Partnership (A6IP), part of the Institute for Global Environmental Strategies (IGES) in Japan, was established to directly support implementation of high integrity carbon markets through Article 6 by facilitating global collaboration, knowledge sharing, and capacity building. A global non-profit initiative, it works in collaboration with governments, UN agencies, development banks, other multilateral institutions, and private entities to strengthen countries' capacity for carbon market participation. A6IP is therefore uniquely suitable to deliver this requirement due to the following factors: Membership reach: A6IP currently supports more than 90 partner countries, giving it broader reach than any comparable organisation. Its network also includes 250 organisations and private sector partners. Unique workforce skill: A6IP staff include current and former Article 6 negotiators from around the world, bringing practical expertise in the design and implementation of Article 6. Its recognised Article 6 reporting expertise enables it to translate policy requirements into country-specific implementation support packages. Experience: A6IP have strong experience in delivering targeted carbon market assistance to countries, including support to complete Article 6.2 reporting, giving it the knowledge and capability to understand the technical requirements of countries to complete Article 6.2 processes to release credits for CORSIA Access to and knowledge of external consultants: A6IP’s extensive networks give it access to a much-larger pool of relevant consultants and experts around the globe, which would otherwise be difficult to access, and it is has the specialist knowledge and experience needed to assess their suitability to deliver specific aspects of the requirement. Non-profit status: A6IP is a non-profit organisation dedicated to supporting Article 6 Implementation at the global level, in support of net zero by 2050. It is therefore able to advise upon the selection of host countries to support and their specific needs from an informed but impartial perspective.

- Award procedure without prior publication of a call for competitionProvision of ADHD Primary Care Connect: Adult ADHD Access Pathway Pilot 26/27
Sussex Partnership NHS Foundation Trust · 24 Sept 2026 · Alliance for Better Care Ltd - Growing Health Together · Official notice
Rationale: This procurement is being undertaken using Direct Award A under Regulation 23 of the Provider Selection Regime (PSR) 2023. Under this route, the relevant healthcare services are being continued in substantially the same form, with no material change to the scope, service model, or patient cohort.
As such, the formal application of key selection criteria is not required, as no comparative assessment between providers is being undertaken. The purpose of Direct Award A is to enable the continuation of an existing service where the incumbent provider is already delivering the required outcomes and remains appropriate to do so.
Notwithstanding this, consideration has been given to the underlying PSR principles, including quality, patient safety, integration, and value. The incumbent provider continues to:
• Deliver safe and effective services, meeting clinical requirements
• Support continuity of care and service stability, with no disruption to patients
• Operate in an integrated manner within SABP’s clinical pathways
• Provide appropriate value and capacity to meet ongoing demand
Given that the service is already embedded and performing effectively, and that no material changes are proposed, the decision not to formally apply key selection criteria is proportionate and compliant with Regulation 23.

Details of the award decision-makers:
Deputy Chief Strategy and Partnerships Officer
Deputy Director Contracts
Finance BP
Senior Category Manager Healthcare/Clinical Procurement

No Conflicts of interest Recorded
