Sandwell Metropolitan Borough Council · 30 Sept 2026 · ORACLE CORPORATION UK HOLDINGS LIMITED · Official notice
Rationale: Oracle Fusion was approved as the Council's Enterprise Resource Planning system in October 2019, appointing Oracle Corporation UK Limited for an initial 5-year term with an option to extend for a further 2 years. The system went live in October 2024, following a Council-wide transformation programme, and now underpins Finance, HR, Payroll and Procurement across the organisation. Oracle Fusion is the platform through which the Council manages its financial resources, workforce and procurement activity, and its continued operation supports the delivery of all Corporate Plan priorities by ensuring corporate resources are managed efficiently, effectively, and transparently. The Council's own Programme Completion Report identified ninety benefits mapped to the Council's strategic priorities following go-live, including improved budget monitoring, automated approvals, and significant productivity gains for staff. The renewal protects the Council's investment in Oracle Fusion and ensures continued access to systems that are essential to the effective management of financial, workforce and procurement functions. (a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works.
FIRST GREATER WESTERN LIMITED · 30 Sept 2026 · FUELCARE LIMITED · Official notice
Rationale: Fuelcare currently provides a highly specialised fuel management solution that is integrated with GWR's existing fuel infrastructure across five engineering depots. The services encompass proprietary fuel monitoring software, fuel metering equipment, inline filtration systems, tank cleaning services and biocide injection equipment that have been installed, configured and maintained by Fuelcare. The supplier possesses detailed technical knowledge of the existing assets, system configurations, operating parameters and historical maintenance records associated with these installations. Continuity of service is essential to ensure fuel quality, maintain operational availability of depot fuelling facilities and mitigate the risk of contamination-related fleet failures. The existing monitoring, filtration and treatment systems form a critical element of GWR's fuel assurance regime, with failure or interruption of these services presenting a significant risk to fleet reliability and depot operations. A change of supplier at this stage would require a comprehensive review of the existing equipment, software interfaces, asset condition and depot-specific operating arrangements. This would introduce technical and operational risks, including potential incompatibilities with existing infrastructure, disruption to established maintenance regimes, increased onboarding requirements and the loss of asset-specific knowledge held by the incumbent supplier. GWR intends to undertake a competitive tender exercise for the longer-term provision of these services. The proposed direct award will provide the necessary continuity of support whilst GWR completes a full market assessment, develops an appropriate procurement strategy and conducts a compliant procurement process. This approach will ensure uninterrupted operation of critical fuel management services and provide sufficient time for an orderly transition to any future contractual arrangements without compromising fleet availability or operational performance.

Halton Borough Council · 30 Sept 2026 · FORFRONT LIMITED · Official notice
Nuclear Restoration Services Limited · 30 Sept 2026 · Orano Limited · Official notice
Rationale: This direct award is justified - under Section 41 of the Procurement Act 2023, Schedule 5, Paragraph 7, which permits a direct award where: (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b)the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. It would be difficult for another provider to demonstrate the same level of expertise as Orano who has developed significant organisational knowledge of NRS and FCA decommissioning requirements through its previous development of the RRP decommissioning approach to Integrated Concept maturity and possesses unique experience in the operation and decommissioning of fast reactor fuel reprocessing facilities, including the AT1 facility at La Hague, which shares key technical characteristics with RRP. The requirement is not simply for programme management consultancy. The requirement is for the continuation of specialist decommissioning activities delivered by Orano between 2021 and 2024 under the DSF for NRS Dounreay, specifically decontamination and POCO of Fast Reactor Fuel Reprocessing facilities within the Fuel Cycle Area (FCA). Completion of the remaining scope necessitates detailed knowledge of alpha decommissioning and chemical washouts, including the methodologies, engineering design, waste-characterisation approaches, software and modelling tools (including Orano’s proprietary software, LEOPARD), safety-substantiation work, and lessons learned generated during the earlier phase. Now a further requirement exists to continue these activities over a three-year period. This contract will enable the restart of the FCA – North work previously undertaken by Orano, supporting the reduction of the overall FCA programme duration and associated lifetime decommissioning costs, and also will contribute to reducing the volume of Intermediate Level Waste (ILW) generated during decommissioning. Orano will implement the existing investigation plan to provide suitable data for targeted Post Operational Clean Out (POCO) and future decommissioning works and develop the detailed design of elements from the existing RRP decommissioning plan originally produced by Orano. Awarding a contract to Orano as the Interim Delivery Partner will preserve project knowledge, minimise mobilisation and handover risks, and provide access to specialist expertise and lessons learned that cannot be readily replicated by alternative suppliers within the required timescales. Introducing a new supplier would require substantial knowledge transfer, familiarisation and technical revalidation activities, resulting in increased cost, programme delay and delivery risk. Orano has developed multiple proprietary technologies directly relevant to POCO and washout optimisation. That fact demonstrates the absence of competition for technical reasons, supporting the fact that only a particular supplier, Orano, can supply the services required. This makes Orano one of the strongest technically differentiated suppliers for POCO washout activities when compared with engineering-led providers whose experience is focused primarily on reactor decommissioning, programme integration, or waste treatment rather than fuel-cycle operations. For POCO washout work specifically, Orano's strongest differentiator versus many competitors is not simply decommissioning experience, but the fact that it has operated and decommissioned some of the world's most complex nuclear fuel-cycle facilities. This gives the company unusually strong expertise in process decontamination, radioactive liquor management, nitric-acid washout campaigns, remote operations, and waste conditioning. Orano Limited is the owner of LEOPARD- programme, cost and resource modelling software which has been utilised during the life of the previous Contract. Alternatives would not constitute a reasonable substitute because Results would not be directly comparable with existing LEOPARD models and migration to an alternative platform would require significant redevelopment, including reconstruction of established models, data structures, assumptions and validation processes. NRS Dounreay therefore considers that no reasonable alternative exists that can deliver the requirement with an equivalent degree of technical capability, continuity and confidence, without significant avoidable cost, risk and delay, and that changing supplier would create disproportionate technical difficulties in operation or maintenance. This satisfies the requirement in Schedule 5 Paragraph 7. A direct award to Orano Limited is considered compliant with the requirements of the Procurement Act 2023.

Bristol City Council · 30 Sept 2026 · RUSKIN MILL TRUST LIMITED · Official notice
Leeds City Council · 30 Sept 2026 · Family Action · Official notice
Rationale: Family Action currently hold the Intellectual Property Rights for this service. The decision is in line with schedule 5 section 5 of the Procurement Act 2023. The following conditions are met in relation to the public contract – (a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works. The direct award to Family Action (PAC-UK) is justified as the organisation already delivers the established FamilyConnect service and holds the specialist expertise, infrastructure and stakeholder relationships necessary to provide seamless continuity of support for adopted adults, birth relatives and professionals. Awarding the contract directly will prevent disruption to vulnerable service users, maintain access to essential advice and intermediary services, and enable the planned expansion of the service, including increased capacity and enhanced support offers. It also represents a proportionate and value-for-money approach, as they are the only supplier who can deliver the required services due to its established intellectual property right, specialist knowledge, systems, processes and exclusive service model developed through FamilyConnect. There are no reasonable alternatives that could provide the same level of continuity, expertise and national provision, making a direct award the most appropriate route.
NORTHERN TRAINS LIMITED · 30 Sept 2026 · SCOTRAIL TRAINS LIMITED · Official notice
Rationale: Northern Trains Limited requires the temporary lease of additional rolling stock to support passenger rail operations on the Northumberland line as requested and funded by North East Mayoral Strategic Authority (NEMSA). Having undertaken a review of available rolling stock options and considered operational, technical and deployment requirements, Northern has identified the proposed Class 156 unit (156492) as the only option of meeting its requirements within the necessary timeframe. The proposed unit is immediately available for transfer from ScotRail Trains Limited and is technically compatible with Northern's existing Class 156 fleet. Introduction of this unit enables Northern to utilise existing operational, maintenance, training and engineering arrangements, thereby minimising implementation risk and ensuring continuity of service provision. Northern has not identified any reasonable alternative rolling stock solution capable of delivering the required operational benefits within the required timescales. Furthermore, the identified Class 156 unit is available only from ScotRail Trains Limited under the proposed sub-lease arrangement. Northern has identified that for technical reasons, competition is absent and the contract can be supplied only by the identified supplier. Northern intends to direct award on this basis in accordance with paragraph 6 of Schedule 5 of the Procurement Act 2023.

Sellafield Limited · 30 Sept 2026 · Like Technologies Ltd · Official notice
Rationale: The Operational Plants Reliability Engineering Teams and Operational Technology Group are experiencing increasing challenges in recovering systems and equipment due to severe obsolescence and the limited availability of specialist repair providers. Like Technologies has demonstrated a proven capability over the last 12 months through a previous contract, successfully repairing equipment that could not otherwise be recovered and extending the life of critical assets. Demand for their services is increasing across site as spare stocks continue to diminish and original equipment manufacturer support and capability to repair obsolete equipment declines. Like Technologies has established a strong track record providing innovative and reliable repair solutions. Existing suppliers can only support a limited range of Operational Technology equipment, in contrast, Like Technologies possesses the specialist expertise required to support a wider range of obsolete industrial and electronic instrumentation. Several Operational Plants have been unable to repair critical electronic instrumentation through other routes and have requested Operational Technology Group support to facilitate investigations and repairs through Like Technologies. Their niche expertise in repairing obsolete equipment and developing effective alternative solutions makes them uniquely positioned to meet this growing business need. The above is in accordance with PA23 Schedule 5, Paragraph 6.

Rationale: The jumper system is a critical high safety and high reliability cabling connection that electrically and electronically link adjacent cars, enabling seamless and integrated transfer of power and communication signals throughout the train. This integration allows for safeguarding and coordinated control of various onboard centralised functional systems such as lighting, HVAC, door operations, passenger information, safety systems and diagnostic functions. The technical specifications for Jumper parts and overhaul services are developed strictly to ensure proportionate compatibility with these existing systems. Given the inherent complexity of this specification, TfL does not have the technical information to specificity of jumpers to manage its compatibility with the aforementioned systems, if sourced from alternative supplier; and without validated requirement specifications, supporting assurance documentation, or the necessary testing equipment on-site, TfL have no baseline for verification or benchmarking of alternatively sourced jumper. Therefore, an introduction of these jumpers, aside disproportionate maintenance risks, could cause unresolvable in-service failure and malfunctions (in both communication and power transfer) to and of the critical functions - lighting, train doors, HVAC, safety systems, etc - described above, which severely risks passenger and infrastructure safety. Consequently, TfL cannot assure or safely deploy an alternative solution, as trains cannot enter service without fully functional, compatible and compliant cabling systems which are essential to maintaining both reliability and safety. Hence, the justification for awarding this proposed contract as a direct award without competition is in accordance with Schedule 5, paragraph 7 of the Procurement Act 2023, given the technical complexity of the jumper system and (a) a change in supplier would result in the contracting authority (London Underground) receiving overhauled jumper systems that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
